Call to Order <br /> <br />Chairman Troy Duncan called the regular meeting of the City of Roseville Planning Commission to order at 6:35 p.m. in <br />the City Council Chambers. <br /> <br />2. Roll Call <br /> <br />Present: Duncan, Stone, Bakeman, Traynor, Peper <br />Absent: Ipsen, Mulder <br />Staff present: Dennis Welsch, Thomas Paschke, Deb Bloom <br />Council present: None <br /> <br />3. Approval of Minutes <br /> <br />Motion: Member Bakeman moved, seconded by Member Peper, to approve the minutes of the September 4, 2002 <br />meeting of the Planning Commission <br />Ayes: 5 <br />Nays: O. <br /> <br />4. Communications from the Public <br /> <br />Police Chief Carol Sletner and Public Works Director Duane Schwartz presented an overview of the proposed expansion <br />of the Police facility and a small addition to the Public Works building. <br /> <br />Member Traynor asked if there are comparable new first ring police facilities. (None available) <br /> <br />Member Peper asked how frequently all three cells are filled? (Many times, but no direct record per week). <br /> <br />Chair Duncan noted that efficiency is important. Are there benchmarks for other cities with more inadequate space? <br />Should the impact per month per household be extended to $300,000 houses? Could the cost of equipment and materials <br />savings be stated? <br /> <br />Member Traynor asked what happens if a City is not in compliance with Federal and State regulations. Is there a fine? <br />(yes) Salt storage, ADA, OSHA, MPCA, EPA regulations are difficult to adhere to in current facilities. <br /> <br />5. Consent Agenda: (The Planning Commission may decide upon the issues listed in the Consent Agenda with one motion, <br />without further discussion.) <br /> <br />None. <br /> <br />6. Hearings <br />a. Planning File 3426: Request by Mike Strub for a 25 foot Variance to Section 1 004.02.D4 of the Roseville City <br />Code to allow for construction of a detached accessory building at 1275 Burke Avenue. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated October 2, 2002. <br />
