Call to Order <br /> <br />Chairman Troy Duncan called the regular meeting of the City of Roseville Planning Commission to order at 6:30 p.m. in <br />the City Council Chambers. <br /> <br />2. Approval of Minutes <br /> <br />Motion: Member Bakeman moved, seconded by Member Traynor, to approve the minutes of the October 2, 2002 <br />meeting of the Planning Commission, with the following amendment: page 9, line 8: Ayes: not 5 but 4 <br />Ayes: 6 <br />Abstain: 1, Mulder (not present at 10/02/02 meeting) <br />Nays: O. <br /> <br />4. Consent Agenda: (The Planning Commission may decide upon the issues listed in the Consent Agenda with one motion, <br />without further discussion.) <br /> <br />None. <br /> <br />6. Hearings <br />a. Planning File 3435: Request by John & Martha Seal for a Variance to Section1004.01A6 (Maximum Total <br />Surface Area) and a Variance to Section 1004.02.D5 (Setbacks - Rear Yard) of the Roseville City Code to <br />allow the construction of a four season porch. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated November 6, 2002. <br /> <br />Thomas Paschke indicated John & Martha Seal, 3110 Evelyn Street, submitted an application seeking approval of <br />a variance to construct a dining room addition (13'x16') onto the rear of their home that will encroach approximately <br />6 feet into the required 30 foot rear yard setback and a variance to increase the impervious coverage on the small <br />parcel (9,050 sq. ft.) from the allowable amount of 2,715 square feet (30%) to 3,054 square feet (34%). <br /> <br />The proposed dining room addition would increase the principal structure size to 2,208 square feet and create a <br />total impervious coverage of 3,054 square feet or 34%. The existing and proposed condition exceeds the Code <br />requirement by 339 square feet. <br />City records indicate that the existing principal structure lies between 40 and 42 feet from the rear property line. <br />
