Call to Order <br /> <br />Chairman Troy Duncan called the regular meeting of the City of Roseville Planning Commission to order at 6:30 p.m. in <br />the City Council Chambers. <br /> <br />2. Approval of Minutes <br /> <br />Motion: Member Mulder moved, seconded by Member Bakeman, to approve the minutes of the November 6, 2002 <br />meeting of the Planning Commission. <br /> <br />Ayes: 6 <br />Nays: O. <br /> <br />4. Hearings <br />a. Planning File 3421: Request by Presbyterian Homes for a General Concept Planned Unit Development, <br />Rezoning and Preliminary Plat to allow the redevelopment of Hamline Shopping Center into a four-story <br />mixed use (housing above retail) facility with surface and underground parking and a maximum of 98 <br />senior housing units. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated December 4, 2002. <br /> <br />City Planner Thomas Paschke explained that Presbyterian Homes had applied for a mixed-use General Concept <br />Planned Unit Development to redevelop the Hamline Shopping Center. The proposal seeks to construct a 4-story, <br />98-unit (maximum) senior condominium complex with up to 13,000 - 16,000 square feet of neighborhood <br />commercial, surface and underground parking, and other site improvements. The property, two existing parcels, <br />would be re-platted into three lots, one for future development and rezoned from SC, Shopping Center District to <br />Planned Unit Development with an underlying zoning of B-1, Limited Business and R-3 General Residence District <br /> <br />Mr. Paschke discussed the site history, implications of development on the Comprehensive Plan and <br />
