<br />Thomas Paschke indicated that Harold and Anna Van Sickle applied for multiple variances to the Roseville City <br />Code that would allow them to construct a home and attached garage on an odd shaped vacant lot at the <br />intersection of Woodruff Avenue and South McCarrons Boulevard. <br /> <br />He further indicated that given the submitted plan layout, the proposal requires a variance to Section 1004.01A6 <br />(Maximum Total Surface Area); a variance to Section 1004.02D4 (Dwelling Dimensions - Setbacks); a variance to <br />Section 1 004.02D5 (Dwelling Dimensions - Setbacks); and 1 012.02B2 (Certain Structures Not Considered <br />Encroachments) of the Roseville City Code. Specifically, the applicants seek a 52 square foot variance for <br />impervious coverage on the 11,595 square foot lot; a 27.5 foot front yard setback variance for that portion of the <br />structure adjacent to North McCarrons Boulevard; a 24 foot front yard variance (or corner side adjacent to street) <br />for that portion of the structure adjacent to Woodruff Avenue; a one foot variance to allow a deck to within 1 foot of <br />a property line. <br /> <br />Staff recommended approval based on the information provided and the findings in Section 5 of the project report <br />dated December 4,2002, of a 52 square foot (<1 %) variance to Section 1 004.01A6 and two 26 foot variances to <br />Section 1 004.02D5 of the Roseville City Code, to allow construction of a home on property addressed as 458 <br />South McCarrons Boulevard, subject to the following conditions: <br /> <br />a. Setbacks established for this parcel of: Front Yard (Woodruff Avenue) - 4 feet; Rear Yard or Street Side Yard <br />(South McCarrons Boulevard) - 4 feet; Side Yard (east) 5 feet. <br />b. Both driveways being constructed with a paved, all weather surface. <br />c. The deck being located a minimum of two feet from the north (South McCarrons Boulevard) property line. <br />d. The parcel being limited to a maximum impervious surface coverage of 3,531 square feet. <br />e. Submittal of a revised site & grading plan consistent with these conditions and one that addresses proper <br />management of storm water run-off. The review and approval of a building permit consistent with the approved <br />plans and variance <br /> <br />Deb Bloom noted the retaining walls in the right-of-way are the owner's responsibility and noted that utilities are in <br />the road and will not be disturbed. <br /> <br />Harold Van Sickle explained the distance from the curb to the property line is 26 to 30 feet, whereas a normal <br />distance would be 13 feet. The retaining wall is deteriorating and will affect the existing trees and street if it <br />collapses. <br /> <br />George Johnson, McCarron's Blvd., welcomed the new project. <br /> <br />Member Stone asked if addressing can be changed. (Yes, staff does this). <br /> <br />There being no further comments, Chair Duncan closed the hearing. <br /> <br />Motion: Member Bakeman moved, seconded by Member Stone, to recommend approval of a 52 square foot <br />(<1 %) variance to Section 1004.01 A6 and two 26 foot variances to Section 1004.02D5 of the Roseville City <br />Code, for Harold & Anna Van Sickle, to allow construction of a home on property currently addressed as <br />458 South McCarrons Boulevard and to be re-addressed on Woodruff, based on the findings in Section 5 <br />and conditions of Section 6 of the project report dated December 4, 2002. Planning File 3443: Request by Richard Prokop for a 1,541 square foot (15%) Variance to Section <br />1 004.01A6 (Maximum Total Surface Area) and a 1 % foot Variance to Section 1004.02 (Dwelling Dimensions <br />- Setbacks - Side Yard) of the Roseville City Code to allow the replacement of an attached garage with a 24 <br />foot by 40 foot (913 square foot) attached garage. <br /> <br />Chair Duncan opened the hearing and requested the City Planner provide a summary of the project report dated <br />November 6, 2002. <br /> <br />Thomas Paschke explained that Richard & Joan Prokop have applied for a 15% variance to Section 1004.01 A6 <br />(Maximum Total Surface Area) to allow the addition of a larger attached garage(913 square feet) to their home at <br />700 County Road B2. <br /> <br />The Prokop home is a 1966 rambler situated on a 10,120 square foot lot. The home has a footprint of 1 ,488 square <br />feet (28 feet by 40 feet); an attached 352 square foot (16 feet by 22 feet) garage; and patio, driveway, and in- <br />ground pool pavement of 1 ,888 square feet.
