Information, Reports & Other Business <br />a. PF3449 Sketch Plan Review, North Heights Lutheran Church and School <br /> <br />North Heights and Ellerbe Becket Architects seek the Planning Commission's comments and direction regarding <br />their redevelopment proposal to remove and replace the existing school and church. <br /> <br />The proposed project consists of an approximate 134,000 square foot building footprint on the 11.4 acre parcel that <br />will include a new 1,500 seat sanctuary and a three story K-12 school with 20 - 25 classrooms. The building would <br />also include a kitchen/cafeteria, social hall, meeting rooms, classrooms, day care, gym, auditorium, library, science <br />labs, and administrative offices <br /> <br />David Rova, Ellerbe Becket, explained the site and the design. <br /> <br />Concerns are: height, setbacks, consistency with neighborhood, softening the corner of Rice and County Road C, <br />building mass. <br /> <br />Member Stone expressed concern with impervious surface. The applicant should show how surface water will be <br />handled. On parking lots, Member Stone asked for more details on access along County Road C - could it be a <br />one way in and one way out to reduce turning movements in a congested area. <br /> <br />Member Mulder suggested a neighborhood communication and meeting plan and suggested break-up of the <br />parking lot with landscaping or architecture. He also suggested staggered facades or more definition to the wall <br />design. Also, he suggested a snow plow storage plan for the parking lot. <br /> <br />b. Next Work Session and Zoning Study Meetings. <br /> <br />The Zoning Committee will not schedule a meeting until after a January 2003 work program has been established <br />and after a discussion with Jay Squires, City Attorney. <br /> <br />8.
