Call to Order <br /> <br />Chairman Troy Duncan called the regular meeting of the City of Roseville Planning Commission to order at 6:30 p.m. in <br />the City Council Chambers. <br /> <br />2. Roll Call <br /> <br />Present: Duncan, Ipsen, Traynor, Bakeman, Peper <br />Absent: Mulder, Stone <br />Staff present: Dennis Welsch, Thomas Paschke <br />Council present: None <br /> <br />3. Approval of Minutes <br /> <br />Motion: Member Bakeman moved, seconded by Member Duncan, to approve the minutes of the December 4, 2002 <br />meeting of the Planning Commission. <br /> <br />Ayes: 4 <br />Nays: 0 <br />Abstain: 1 (Peper) <br /> <br />4. Communications from the Public <br /> <br />None. <br /> <br />5. Consent Agenda: (The Planning Commission may decide upon the issues listed in the Consent Agenda with one motion, <br />without further discussion.) <br /> <br />None. <br /> <br />6. Hearings <br />a. Planning File 3421: Request by Presbyterian Homes for a General Concept Planned Unit Development, <br />Rezoning and Preliminary Plat to allow the redevelopment of Hamline Shopping Center into a four-story <br />mixed use (housing above retail) facility with surface and underground parking and a maximum of 93 <br />senior housing units. <br /> <br />Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project <br />report dated January 8, 2003 and noted that the applicant has asked for a continuance to February 5, 2003. <br /> <br />Stuart Smith, 1233 Josephine Road, indicated he was excited about the proposal and stated that Hamline Center is <br />located between Josephine and Woodhill. "C-2" does not go through from Lexington to Hamline. There is no <br />through connection. Would this be reviewed in the future regarding need to relieve the new traffic that could be <br />generated (Staff will study the issue). <br /> <br />Member Bakeman requested that staff re-notify the property owners as per the original notification process. <br />
