<br />Chair Duncan suggested looking at "table-turns" as a measure of restaurant definition. <br /> <br />Member Peper asked if restaurants would be defined by square footage or other measures. Thomas Paschke <br />suggested more measures related to the use of the site and "table-turns". <br /> <br />Member Traynor suggested describing the policy behind the original 5,000 s.f. requirement. <br /> <br />b. City Campus Improvements Overview. <br /> <br />Dennis Welsch provided an overview of new construction on the City Hall Campus, including the new police facility, <br />the expanded public works facility, and re-routing of Civic Center Drive. <br /> <br />c. Year End Report Summary. <br /> <br />Dennis Welsch provided a verbal update, noting the Planning Commission will receive the annual report for <br />discussion late January or early February. <br /> <br />d. New Initiatives suggested by Planning Commission Members. <br /> <br />Member Traynor asked the Planning Commission if the Vista 2000 report should be evaluated to determine what <br />has been accomplished, what steps might be taken. <br /> <br />Member Bakeman said that Vista 2000 was the basis for the Comprehensive Plan in 1994 and set in place the <br />annual planning process. She felt it would be a good idea to evaluate the outcomes of Vista 2000 and look at the <br />plans for the watershed. <br /> <br />Member Peper asked if discussion could be held. Member Ipsen thought there should be a role for the Planning <br />Commission. <br /> <br />Member Bakeman noted Vista 2000 had land balance, pathways and parks visions for the City. We should review <br />to determine whether we have met the goals. A general discussion ensued. <br /> <br />Chair Duncan asked if the Council wishes to know if the Vista 2000 and Comprehensive Plan alignment are <br />correct; should the Council be asked in advance? <br /> <br />The Planning Commission consensus was to re-read and evaluate the Vista 2000 citizen report, then discuss it and <br />its relevance in February or March, 2003. <br /> <br />Member Traynor values the Vista 2000 as background helpful to the Planning Commission foundation. The <br />Planning Commission may ask citizens to become more engaged in the Vision of the City. <br /> <br />Member Bakeman said changes since 1992 should be evaluated. <br /> <br />8.
