<br />three store K - 12 school, 750 seat auditorium and/or 400 seat gym, 83 new surface parking spaces and <br />associated site improvements. <br /> <br />Phase II (to be built at a later date) would include the demolition of the existing single level school and sanctuary <br />and construction of a 1,200 seat sanctuary, supportive services, offices, classrooms, 334 surface parking spaces <br />and associated site improvements. <br /> <br />He explained the building setbacks and parking alignment. HVAC would be on the roof. The first two floors would <br />have 15 classrooms each. The third floor would have 16 classrooms. The maximum height would be in the church, <br />at approximately 60 feet. He illustrated east and west elevations of the building. Accesses are proposed from <br />County Road C (2), from Woodbridge (2) and from Rice Street (2). <br /> <br />Exterior materials are not available at this time. <br /> <br />Thomas Paschke explained parking and access needs, noting that parking and bus traffic management will be <br />needed. Rice Street will increase from 17,000 to 23,000 ADT by 2020. No traffic study has been completed at this <br />time. Deb Bloom, Assistant Public Works Director, noted no change in use, other than more high school students. <br />She explained that there are no major traffic impact. <br /> <br />A site lighting plan is not available. A HVAC-mechanical plan must be provided. An emergency generator (if <br />needed) and electrical transformer should be located on the site and properly screened. <br /> <br />Staff recommended approval of rezoning to PUD and Concept Plan Master Plan with Phase I. <br /> <br />Chair Duncan asked for details of the neighborhood meeting of March 12th. (A report will be placed in the file.) <br /> <br />Member Bakeman asked for details of signs (3) on the site; one on Rice Street, two on County Road C. <br /> <br />Randy Pollert, the applicant's architect, explained that traffic on Woodbridge would increase from County C parking <br />lots, but would be earlier than rush hour. Playfield relocation was discussed. The softball field size was in excess of <br />270 feet. The ball field would be relocated to the northwest corner of the site. The soccer field will be reoriented to <br />a north-south alignment. Rice Creek Watershed's requirements must be met on both Phases. <br /> <br />Member Stone asked if alternatives to the Woodbridge access to the south parking had been discussed; one <br />alternative is one two-way entry to the site. Member Mulder said two separate entrances would be better for <br />emergency access. Deb Bloom explained the City needs for driveway access. <br /> <br />Member Stone asked if driveway alignment with Walgreen's was important; Deb Bloom explained the staff review <br />process. Member Stone asked if stop signs could be added at Woodbridge and lona. Deb Bloom explained <br />reduced need, speed and safety issues relating to stop signs. Residents can request a stop sign study. <br /> <br />Member Ipsen asked if traffic counts had been studied. Deb Bloom stated that approximately 100 more trips will be <br />added to Woodbridge, which is not considered a problem. She said the street traffic capacity is adequate. <br /> <br />Member Traynor asked if high school and Fairview has two or more driveway accesses. Deb Bloom explained <br />traffic management. Parkview has three accesses. This project is consistent with other schools. <br /> <br />Andrea Robbins, 2673 Woodbridge, stated the neighbors are not pleased. The current "park" (church playground <br />apparatus) area would be destroyed. Much activity occurs after school hours. Who will hang out in new parking <br />lots? How many student cars will actually be there? Speeding traffic on Woodbridge is a big concern. Parking and <br />traffic are a big issue. The school will compound the problem. The soccer field is not big enough; adults use it in the <br />evening. She said field lights are a problem to residences. She was pleased with the building which blocks the Rice <br />Street traffic/noise. <br /> <br />Member Peper asked if the trees in the park area would be lost (most would be). <br /> <br />Chair Duncan asked who was notified (30 single family homes). <br /> <br />Richard Jacobsen, 2719 Woodbridge, expressed concern about the smaller parking lot - why is it needed? There <br />is only need for a drop-off. Traffic on Woodbridge is a concern. A 30 mph speed sign is needed. The sanctuary <br />would accommodate 1,200 seats, and is much larger. On Sundays now, there are cars parked on both sides of <br />Woodbridge. More cars will make interaction worse. There will be a drainage ditch (not attractive) on the north side, <br />and children drowning in ditches. Deb Bloom explained the infiltration area will hold water intermittently. <br /> <br />Jean French, 2728 Marion Street, said 250 students drive, and there are 50 teacher permits. The students will be <br />parking around the site. Concerns include: <br />1) heavy traffic, speed and small children, <br />
