Call to Order <br /> <br />Chairman Duncan called the regular meeting of the City of Roseville Planning Commission to order at 6:30 p.m., in the <br />City Council Chambers. <br /> <br />2. Roll Call <br /> <br />Present: Traynor, Bakeman, Peper, Duncan, Stone <br />Absent: Mulder, Ipsen <br />Staff present: Dennis Welsch, Thomas Paschke, Deb Bloom <br />Council present: None <br /> <br />3. Approval of Minutes <br /> <br />Motion: Member Bakeman moved, seconded by Member Stone, to approve the minutes of the June 4, 2003 <br />meeting of the Planning Commission. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Abstain: None <br />Motion carried <br /> <br />4. Communications from the Public <br /> <br />5. Consent Agenda: (The Planning Commission may decide upon the issues listed in the Consent Agenda with one motion, <br />without further discussion.) <br /> <br />None. <br /> <br />6. Hearings <br />a. Planning File 3492: Request by Karen Casper, 2508 Marion Street, for an 11 foot VARIANCE to Section <br />1004.02D5 (Dwelling Dimensions - Rear Yard Setback) to allow construction of a 14 foot by 16 foot <br />screened porch and four-season porch (above) on to the rear of the home. <br /> <br />Chairman Troy Duncan opened the hearing and requested City Planner Thomas Paschke to provide a verbal <br />summary of the staff written report dated July 9, 2003. <br /> <br />Mr. Paschke explained the proposal. Setback requirements state that a principal structure must be set back a <br />minimum of 30 feet from a rear yard property line. The Casper home lies at an angle to the rear yard property line <br />approximately 38 feet on the north (where the addition would be constructed) and 28 feet on the south. Ms. Casper <br />desires to replace an existing ground level deck with the screened porch and four-season porch. The new addition <br />would also tie into the existing second level deck (see site photo) located along the north side of the home. <br /> <br />The proposed addition at 14 feet by 16 feet would lie 19 feet from the rear property line on the south and 23 feet <br />from the rear property line on the north, which encroachment requires a 11 foot variance. <br /> <br />The Casper home was constructed in 1984 and is situated on a lot approximately 14,810 square feet in size.
