<br />Motion: Member Peper moved, seconded by Member Stone to approve the amendments to City Code Title <br />11, Chapter 11, Sections 1102 E through G, eliminating the second hearing during Final Plat reviews. <br /> <br />Member Bakeman said she is concerned about reducing required Council hearings. Reducing hearings reduces <br />citizen input. <br /> <br />Member Stone said a final plat hearing is not required and is redundant. <br /> <br />Chair Mulder said that there should only be one public hearing, to focus input at the hearing with the Planning <br />Commission. <br /> <br />Member Bakeman said the public should be able to comment on changes in the final plat. This could be <br />disenfranchisement of the voter. Could the terminology be changed, not calling it a hearing, but allowing for public <br />comment? <br /> <br />Thomas Paschke explained that he knows of only Roseville that requires a second hearing for a final plat. <br /> <br />Member Traynor asked if the Council could change their procedure for hearings or make a decision to allow for <br />comment. <br /> <br />Ayes: 3, Stone, Peper, Mulder <br />Nays: 3, Traynor, Ipsen, Bakeman <br />Motion fails <br /> <br />7. Information, Reports & Other Business (Verbal Reports): <br />a. Resolution of Appreciation to resigning member (and Chairperson) Troy Duncan. - By unanimous consent, <br />the Commission adopted Resolution #10-01-03A <br /> <br />b. Election of Vice-Chair to fill remaining term of Member Jim Mulder. <br />Member Stone nominated Member Mark Traynor as Vice Chair of the Planning Commission for the remainder of <br />the 2003/2004 term. There were no further nominations. <br />Nominations wee closed. By a vote of 6-0, Member Traynor was elected as Vice Chair for the remainder of the <br />2003/2004 term. <br /> <br />c. and d. The Planning Commission received items 7c and 7d, the multi-family housing study summary and <br />the McCarrons neighborhood study and Guptil development summary. <br /> <br />e. At the next meeting, staff will answer questions about progress on projects that have been previously <br />reviewed by the Planning Commission <br /> <br />8.
