Call to Order <br /> <br />Chair Mulder called the regular meeting of the City of Roseville Planning Commission to order at 7:00 p.m., in the City Hall <br />Council Chambers. <br /> <br />2. Roll Call <br /> <br />Present: Bakeman, Peper, Stone, Mulder, Ipsen, Traynor <br />Absent: None <br />Staff present: Dennis Welsch, Thomas Paschke <br />Council present: None <br /> <br />3. Approval of Minutes <br /> <br />Motion: Member Bakeman moved, second by Member Peper, to approve the Planning Commission minutes of <br />October 1, 2003. <br /> <br />Ayes: 6 <br />Nays: 0 <br /> <br />4. Communications from the Public: <br /> <br />None <br /> <br />5. Consent Agenda: (The Planning Commission may decide upon the issues listed in the Consent Agenda with one motion, <br />without further discussion.) <br /> <br />None. <br /> <br />Amended Agenda: Chair Mulder moved the Target Sketch Plan to request an earlier time in the agenda. <br /> <br />7 a. Target Site Renovation Plans - Sketch Plan Review <br /> <br />Chair Mulder opened the discussion and requested City Planning Thomas Paschke to present verbal summary of the staff <br />report dated November 5, 2003. <br /> <br />Forrest Russell, Target and Richard Wiebe, Westwood Engineering - for Target explained the details of the project. The <br />existing store is 41 years old and 121,000 s.t.; the new store will be 174,000 s.t. and include merchandise and a grocery <br />store. Target has purchased the old State Farm underwriters building at 2194 County Road B for the expansion. The new <br />store would be built between State Farm Road and Pascal Street, directly east of the existing store. The existing store <br />would remain open until the new store is complete, and then be demolished. Currently Target is working on traffic and <br />surface water management issues. Both State Farm Road and portions of Commerce Street, as well as portions of <br />Snelling Frontage Road would be vacated in this proposal. <br /> <br />Chair Mulder asked if the owners of the parcels at the southwest corner of the site had been contacted. (Target is in the <br />process of contacting them now.) How many more customers are expected at the new site? Russell explained that the <br />busiest day would have 40% more customers and 2,500 additional trips (5,000 trips - a trip is "in" or "out" of a Super <br />Target site). How will Target use Commerce Street more effectively? Portions of Commerce Street would be vacated and <br />turned into private parking and driveway lanes, west of Pascal. <br />
