Planning File 3532: Request by City of Roseville to amend the text of Business Zoning Districts within City <br />Code Section 1005.. <br /> <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke present a verbal summary of the <br />staff report dated November 5, 2003. <br /> <br />The Commission reviewed the proposed changes (strike-outs and underlines) and the use of charts for dimensions <br />and uses allowed in business districts. Member Bakeman requested that "night watchman's residences within <br />businesses" be eliminated as old language, now electronic security systems are used. The Commission decided <br />more time was needed to review. <br /> <br />Motion: Member Bakeman moved, second by Member Stone, to continue the review of the proposed <br />amendments to City Code Title 10, Chapter 1005, Sections 1005.01 through 1005.09 to the December 3, <br />2003 meeting. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried <br /> <br />d. Planning File 3528: Request by the City of Roseville to amend text of the Shopping Center Zoning Districts <br />within City Code Section 1006. <br /> <br />Chair Mulder opened the hearing and requested City Planning Thomas Paschke to present verbal summary of the <br />staff report dated November 5, 2003. He explained the need for clarity and advised the Commission to remove the <br />term "Lot Coverage" and its requirements since it is the only place in the Code where it is used, and it has been <br />superceded by the use of setbacks, parking, and surface water management regulations. <br /> <br />The Commission agreed that the term "cube" in the existing code needed to be either defined or replaced. Staff <br />was asked to work on this issue; "mass" was considered as an alternative. <br /> <br />Chair Mulder and Member Traynor explained the confusion over what started or triggered a Planned Unit <br />Development (PUD) amendment. Member Bakeman suggested using the "floor area ratio" as a possible trigger. <br />Member Peper asked if a more generalized definition or description might help administer the Code for the PUD <br />process. Paschke explained his interpretation of "cube" and will contact the author, attorney Joel Jamnik. <br /> <br />Motion: Member Bakeman moved, seconded by Member Stone, to continue the review of the proposed <br />amendments to City Code Title 10, Chapter 1006, Sections 1006.01 through 1006.05 to the December 3, <br />2003 meeting. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />e. Planning File 3524: Request by the City of Roseville to amend the text of the Industrial Zoning Districts <br />within the City Code Section 1007. <br /> <br />Chair Mulder opened the hearing and requested City Planning Thomas Paschke to present verbal summary of the <br />staff report dated November 5, 2003. <br /> <br />The Commission discussed the general issues of permitted uses and how the language has changed in the past 50 <br />years (no more felt hat and hosiery production i). The Commission agreed to review the specific uses and <br />determine whether some or all could be removed and more generalized terms such as "light assembly" or "light <br />manufacturing" could be used. Staff will also review other city definitions. <br /> <br />Motion: Member Traynor moved, second by Member Ipsen, to continue further review of the proposed <br />amendments to City Code Title 10, Chapter 1007, Sections 1007.01 through 1007.04 to the December 3, <br />2003 meeting. <br /> <br />Ayes: 6 <br />Nays: 0 <br />
