<br />Member Traynor asked if the staff proposal is 4+ stalls (yes). <br /> <br />Chair Mulder asked what the size would be if the garage met the required rear yard setback (approximately 45'). <br />What would the height be? (approximately 17' to midpoint of roof truss) Is the garage to be higher than the house? <br />(Yes, approximately on foot). Are the doors 22' x 10' doors? (Yes - for an RV storage). <br /> <br />Member Traynor asked if a variance has been granted for a four-car garage? (Yes). <br /> <br />Mr. Norris explained he runs a siding and window home-based occupation which requires storage space for Ford <br />F350 truck and a large trailer. He also has a 24' camper (currently stored in yard) that would also be stored in the <br />garage. The doors are 20' wide, 10' high. Equipment currently stored outdoors would be stored in the garage. <br />Snelling Avenue would be blocked out from the neighborhood by the proposal. Chair Mulder asked if the home <br />occupation is legal (Storage of vehicle and equipment is permitted, but fabrication or assembly in the garage would <br />not be legal). <br /> <br />Member Ipsen asked if the neighbors to the north have concerns? (No). <br /> <br />Member Stone asked if a storage shed could be added. Thomas Paschke explained that a shed is possible under <br />the Code and that a condition could be added to prohibit such shed. <br /> <br />Member Traynor asked about total height. Mr. Norris responded that height would be similar to the house - within a <br />foot or two. <br /> <br />Member Peper asked what the exterior would be (Same brick material to a 4' height and vinyl siding that <br />complements the building). <br /> <br />Mrs. Norris said no windows or supplies are stored, only equipment and vehicles. <br /> <br />Thomas Paschke reviewed the use on the premises and concluded that the business only stores vehicle and <br />equipment, but the "paper work" is done in the house and meets the criteria of home occupation. <br />Member Traynor asked if a commercial semi truck could be stored on the site (no). There is no crew working with <br />the applicant or parking on the site. <br /> <br />Mr. Norris asked for clarification of front setback (27 feet). <br /> <br />Member Ipsen asked if the applicant objected to the staff report? Mr. Norris said he needs 20' wide drive and a 26' <br />depth and a 60' width. The neighbors were contacted by the applicant and had no opposition. <br /> <br />Member Peper noted that variances are increasing in size dramatically. The enormity of this addition will change <br />the look of the home. <br /> <br />Member Traynor said he appreciates the needs and the uniqueness of the home business. The impacts are <br />primarily on the frontage road; neighbors appear to be okay with the proposal. This is a big garage. <br /> <br />Member Blank said this creates a unique property configuration with next owner; this may become a problem <br />property in future (small house, big garage). <br /> <br />Member Ipsen reminded the Planning Commission that the Commission has been supportive of unique situations <br />in the past. <br /> <br />Chair Mulder accepts hardship related to the side setback created b the City. There is difficulty finding hardship for <br />the rear setback, the garage would be reduced in size to 48 feet or less in width. The camper does not need to be <br />stored on the site. The property is unique because of the exposure to Snelling Avenue. <br /> <br />Member Bakeman explained that the height must be 15 feet for a detached structure - item "c" in staff report <br />should be stricken from report. She also is concerned with the home occupation that stores scaffolding and pump <br />jacks as a business equipment storage area in both the house and garage. Thomas Paschke stated that condition <br />"c" should be removed because it does not apply to attached garages. <br /> <br />Chair Mulder asked for clarification of the recommendation. <br /> <br />Thomas Paschke stated that staff recommends approval of a 18' variance to Section 1004.02D4 (setback adjacent <br />a public street) and a 9' variance to Section 1 004.02D5 (rear yard setback) to allow the construction of a 26' by 56' <br />attached garage, based on the findings in the project report dated December 3, 2003, and contingent upon <br />applicant's compliance with the following conditions: <br />
