<br />redevelopment intentions. <br /> <br />The proposal includes four structures of two units (eight total units) that would be constructed on the parcel (this proposal is <br />approximately 5.5 units per acre). Access would be via a private road (24 feet wide) from Oakcrest Avenue. Units would include <br />two stall garages facing the access road, except for the center four units, where the garages would face in a north/south <br />direction. The proposed town homes are a rambler design with a full basement and approximately 1,620 sq. ft. on each floor. <br /> <br />Greg Stull, Meadowbrook Homes, illustrated one story floor plan and front elevation. Driveways and garages set in opposite <br />directions to conceal. Meadow View Homes will market to empty nesters. <br /> <br />Chair Traynor asked for details of materials. The buildings will be custom built with full basements. The exterior will be brick, <br />stone and vinyl siding. Total square footage will be 3,000 to 3,200 sq. ft. There will be a home owners association. <br /> <br />Mr. Stull indicated that a neighborhood meeting will be held prior to concept consideration by the Commission. <br /> <br />Chair Traynor noted the need for one level empty nester housing. The City attempts to find life cycle housing choices. Density <br />change is modest and will not change character of neighborhood. <br /> <br />Member Blank and Member Peper supported the garage and design alternatives. <br /> <br />No further comments. <br /> <br />Mr. Paschke explained the need to complete a Comprehensive Plan amendment, a rezoning, a PUD, a subdivision. <br /> <br />Member Bakeman stated she was in favor of amending the Comprehensive Plan but encouraged neighborhood meetings. She <br />has concerns about trees to be removed and noted they will be replanted when construction is complete. <br /> <br />No further action needed. <br /> <br />7d. Planning File 3539: Request by the City of Roseville to rezone all park land from their current designations of R- <br />1,Single Family, R-3A, Multiple Family Residence District,B-1 Limited Business District, PUD Planned Unit Development <br />District, 1-1 Light Industrial District and 1-2 General Industrial District to POS, Public Park and Open Space District. <br /> <br />Chair Traynor opened the hearing and requested Dennis Welsch to present verbal summary of the staff report dated January 7, <br />2004. <br /> <br />In July and August of 2003, the City held public hearings/readings and created a new zoning district called "Public Park and <br />Open Space" or "POS". The original request came with the Vista 2000 report and has been carried forward within the <br />amendments to the Comprehensive Plan and the Park Systems Plan. The Park and Recreation Commission have endorsed this <br />concept. <br /> <br />Within Roseville there are nearly 1,200 acres of some type of park and recreation or open space use. The City has 657 acres of <br />parks as well as the Cedarholm Golf Course (26 acres). The County has the majority of the remaining publicly-owned uses such <br />as beaches (18 acres) and open spaces (133 acres). The other large open space is the privately-owned Midland Hills Golf <br />Course at 160 acres which is excluded from this amendment. The "POS" district was established as a means of clarifying and <br />protecting lands actually located within City and County Park and open spaces. Uses allowed within this "POS" district are public <br />park uses and buildings and those uses within the adopted master plan for the site within the Parks System Plan <br /> <br />Parks and Recreation Director, Lonnie Brokke, answered questions. <br /> <br />A general discussion ensued. There was no further public comment. <br /> <br />Chair Traynor closed the hearing. <br /> <br />Motion: Member Bakeman moved, seconded by Member Peper, to recommend approve of the amendment to the official <br />City of Roseville zoning map, designating city and county park and open space parcels as listed by parcel identification <br />number and on the attached map, as "POS", part of the Public Park and Open Space zone within the City of Roseville <br />City Code Chapter 1004, Section 1004.11. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried 6-0. <br /> <br />9 Adjourn: The meeting was adjourned at 10:40 p.m <br />
