Call to Order <br /> <br />Chair Mulder called the regular meeting of the City of Roseville Planning Commission to order at 6:35 p.m., in the City Hall <br />Council Chambers. <br /> <br />2. Approval of Minutes <br /> <br />The Commission tabled action on the draft minutes of March 3, 2004 for corrections until May, 2004 meeting. <br /> <br />4. Communications from the Public: <br /> <br />None. <br /> <br />5. Public Hearings: <br /> <br />a. Planning File 3556: Request by Vernon Albertson for a Variance to Section 1004.016 of the Roseville City <br />Code and a Minor Subdivision to create an additional (substandard) residential parcel for property at 3103 <br />Asbury Street. <br /> <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present the verbal summary of <br />the staff report dated April 7, 2004. <br /> <br />Thomas Paschke indicated that Vernon Albertson seeks a 16 foot lot width Variance to Section 1004.016 <br />(Residential Dimensional Requirements) of the Roseville City Code and a Minor Subdivision (Three Parcel Minor <br />Subdivision) to allow the creation of an additional (substandard) residential parcel adjacent to 3103 Asbury Street. <br /> <br />Thomas Paschke further explained that Mr. Albertson owns two parcels, Lot 6 and Lot 7, Block 10, Arden Hills No. <br />3. Each lot is 100 feet wide by 200 feet deep, for a total lot size of 40,000 sq. ft. The 100 foot by 200 foot lot size is <br />the predominant lot size in the neighborhood. To the west, across the Northwestern College Campus is Lake <br />Johanna. <br /> <br />This proposal by Mr. Albertson would create two parcels. Parcel "A would include the existing home and be 131 <br />feet wide by 200 feet deep or 26,200 sq. ft. Parcel "B" would be 69 feet wide by 200 feet deep or 13,800 sq. ft. <br />Based on this proposal, Parcel "B" does not meet the minimum width (85 feet) requirement of Section 1 004.016 of <br />the Roseville City Code, requiring a 16 foot width variance. <br /> <br />Thomas Paschke also advised that the placement of the home on the property was done in such a manner that the <br />house portion of the structure is 20 feet over the northern property line of Lot 7. This existing condition makes it <br />impossible to add a second house without actually removing the attached garage and moving the home to the <br />north 21 feet (necessary placement to afford the creation of an 85 foot wide parcel with the home lying 10 feet from <br />the newly created property line). <br />
