Call to Order <br /> <br />Chair Mulder called the regular meeting of the City of Roseville Planning Commission to order at 6:30 p.m., in the <br />Roseville Skating Center, Fireside Room. <br /> <br />2. Approval of Minutes <br /> <br />Motion: Member Ipsen moved, second by Member Traynor, to approve the Planning Commission minutes of May <br />5, 2004. <br /> <br />Ayes: 4 <br />Nays: 0 <br />Motion carried. <br /> <br />4. Communications from the Public: <br /> <br />None. <br /> <br />5. Public Hearings: <br /> <br />a. Planning File 3573: Request by Zawadski Homes for a Preliminary Plat for property at 2900 W. Owasso <br />Blvd., to allow four platted lots to be combined into three legal conforming residential lots. <br /> <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present the verbal summary of <br />the staff report dated June 2, 2004. <br /> <br />Thomas Paschke explained Zawadski Homes is seeking approval of a Preliminary Plat of a large parcel of land at <br />2900 West Owasso Boulevard that combines four previously platted lots into three legal conforming residential lots. <br />This proposal will combine Lots 3, 4, and 5, Minnesota Realty Co's Owasso and a portion of Government Lot 3 into <br />three residential lots of similar shape and size. Each new lot will have a minimum of 100 feet of frontage along <br />West Owasso Boulevard; a minimum depth of 125 feet; and a minimum of 23,000 sq. ft. <br /> <br />Thomas Paschke indicated each lot is required to have a minimum front yard setback of 30 feet, a side yard <br />setback of 10 feet and a minimum setback from the Lake Owasso shoreline of 75 feet. Additionally, each lot has a <br />maximum impervious coverage of 25% of the lot size or 8,244 sq feet for Lot 1, 5,831 sq. ft. for Lot 2, and 6,014 sq. <br />ft. for Lot 3. <br /> <br />The developer may, because of the nature of the three lot subdivision, request the City Council approve the <br />Preliminary and Final Plat at one time at their June 14, 2004 meeting. <br /> <br />Cathy Vanous, 2924 W. Owasso, asked about ownership of the government lot and the possible change in the <br />Shoreland. Thomas Paschke described the history of the project and the preliminary plat. <br />
