<br />Kissell, located at 1895 Rice Street, based on the comments and findings outlined in Section 6 and <br />conditions outlined in Section 7 of the project report dated June 2, 2004, as follows: <br /> <br />a) The operation (approximately 1,150 sq. ft., or minimum of 40 s.f. per adult and caregiver) shall be an adult day <br />care center only. (No children). The center will be operated from 8:00 am to 4:30 pm Monday through Friday. <br />Exterior seating or patio areas must be separated by fence or parking curbs from parking areas. <br /> <br />b) Building and Fire inspections for the proposed use shall be done prior to issuance of any renovation permits. <br />The building shall meet building and fire code requirements, prior to occupancy. Signage must be part of the sign <br />package for the entire building, approved by the building owner, Kissell. The owner shall designate (by signs in the <br />parking lot) a minimum of ten parking spaces specifically for the use of the day care facility. The spaces shall be <br />the closest existing spaces to the entry door of the day car center. <br /> <br />c) The property owner (Kissell) shall record the approved conditional use permit with the Ramsey County Recorder <br />prior to the issuance of any building permit or within sixty days of approval, whichever is less (Section 1013.01-City <br />Code). <br /> <br />d) The conditional use permit shall expire within six months of the date of City Council approval if a building permit <br />or a certificate of occupancy is not obtained for the approved development (Section 1013.03 of the City Code). <br /> <br />e) The applicant must be issued the appropriate license from the Mn. Department of Human Services within 120 <br />days after the final approval of the conditional use permit. <br /> <br />A Planning Commission consensus was to allow the Department of Human Services to establish the number of <br />adults receiving care at any given time. <br /> <br />Ayes: 4 <br />Nays: 0 <br />Motion carried. <br /> <br />Anticipated City Council action on this matter will take place on June 14 2004. <br /> <br />c. Planning File 3571: Request by Edward Trudeau for a Variance and Minor Subdivision to allow the creation <br />of two substandard residential parcels at 2485 Pascal Street. <br /> <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present the verbal summary of <br />the staff report dated June 2, 2004. <br /> <br />Thomas Paschke advised that Edward Trudeau was seeking a 10 foot lot depth and a 994 sq. ft. lot size Variance <br />to Section 1004.016 (Residential Dimensional Requirements) for Parcel "B", and 16.6 foot lot depth and a 1,664 sq. <br />ft. lot size Variance to Section 1004.016 (Residential Dimensional Requirements) for Parcel "A", and a Minor <br />Subdivision (Three Parcel Minor Subdivision) to allow the creation of two substandard residential parcels for <br />property located at 2485 Pascal Street. <br /> <br />The Trudeau property is located between Simpson Street and Pascal Street, east of Snelling Avenue, West of <br />Fairview Avenue, north of County Road B2 and south of County Road C. The parcel is surrounded by single family <br />homes that are located on multi-dimensional parcels. Mr. Trudeau owns a double frontage parcel he desires to <br />divide into two parcels. The existing lot, Lot 2, Block 5, Circle View is generally 100 feet wide and 200 feet deep, <br />and is 19,342 sq. ft. in size. <br /> <br />The City Planner indicated that the proposal by Mr. Trudeau would create two parcels. Parcel "B" would include the <br />existing home and be 1 00 feet wide by 1 00 feet deep or 1 0,006 sq. ft. (91 % of Code requirement) Parcel "A" would <br />be generally 1 00 feet wide by 96 feet deep or 9,336 sq. ft. (85% of Code requirement). Based on this proposal, <br />both Parcel "A" and "B" do not meet the minimum depth (110 feet) requirement and the minimum square footage <br />(11,000 sq. ft.) requirements of Section 1004.016 of the Roseville City Code. <br /> <br />The Community Development Staff recommended approval of a 16.6 foot lot depth and a 1,664 sq. ft. lot size <br />Variance to Section 1004.016 (Residential Dimensional Requirements) for Parcel "A", and a 10 foot lot depth and a <br />994 sq. ft. lot size Variance to Section 1004.016 (Residential Dimensional Requirements) for Parcel "B", and a <br />Minor Subdivision (Three Parcel Minor Subdivision) to allow the creation of two substandard residential parcels for <br />property located at 2485 Pascal Street, based on the findings and conditions as outlined in Section 5 and 6 of the <br />project report dated June 2, 2004. <br /> <br />Member Traynor asked for details of other similar sites in the neighborhood.
