<br />The Planning Commission liked the prototype designs. Other such facilities are located in Maple Grove, <br />Bloomington, and Eagan. <br /> <br />Randy Stockman explained there are rigid quality guidelines from Holiday Inn for the building. Chair Mulder <br />suggested that restaurants be designed with complimentary materials. <br /> <br />Member Blank suggested an entry bridge. Member Traynor suggested restaurants especially local restaurants or <br />chains with variety. <br /> <br />b. Planning File 3578: McCarrons Neighborhood Master Plan Progress Report. <br /> <br />Dennis Welsch explained the McCarrons Master Plan, noting that the HRA has (May 18, 2004) adopted the plan. <br />The plan (presented as an amendment to the City Comprehensive Plan) will be placed on the July Planning <br />Commission agenda for a public hearing. <br /> <br />No action needed. <br /> <br />c. Planning File 3575: Sketch Plan - 185 N McCarrons Blvd.,Guptil. <br /> <br />Thomas Paschke advised that Dennis Guptil, Guptil Development, has prepared a Sketch Plan for review by the <br />Planning Commission, which plan proposes to redevelop the existing single family home into a 40 unit <br />condominium and the northern portion of the parcel into 6 town homes. The proposed project is consistent with the <br />Comprehensive Plan's High Density designation, but a subdivision plat and a planned unit developmenUrezoning <br />are required. <br /> <br />The 2.6 acre parcel lies between North McCarrons Boulevard and Elmer Street and includes a large pond/wetland <br />and includes a dated single family home. Mr. Guptil has been working with the Housing & Redevelopment Authority <br />(HRA) and the Community Development Department on the proposed redevelopment plan. <br /> <br />The current proposal seeks to redevelop the site into 40 condominium units in one structure with access to North <br />McCarrons Boulevard and 6 town home units with access to Elmer Street. The condominium complex would be <br />three stories in height and include underground and surface parking. Shared parking with the adjacent church is <br />also being discussed. The town homes will be 2 to 2-1/2 stories and include 2 stall garages. <br /> <br />The HRA has approved the McCarrons Neighborhood Master Plan, a component of which included the <br />redevelopment of the subject site. Mr. Guptil's proposal will be required to meet the requirements of this Plan and <br />those of the Roseville City Code under the Planned Unit Development process. <br /> <br />Dennis Guptil explained his interest in the site. He explained the layout of the buildings and the pond. More input <br />from the City staff and Watershed will be necessary. The illustration showed a 25-foot setback from the pond. The <br />town homes will look like ramblers with walkouts to the pond. <br /> <br />The condominium will not be age restricted. The church will share access and parking, but may also assist with <br />marketing and promotion. <br /> <br />Dave Hokebau, Gallilee Lutheran Church long-range planning team, has been meeting with Guptil Development <br />and is encouraged by project planning to date. <br /> <br />Chair Mulder liked the staggered look of the townhomes that breaks up the visual mass. Chair Mulder and Member <br />Blank agreed the approach is correct and exciting. Member Traynor encourages the collaborative approach. Chair <br />Mulder encourages improvement to the Armory site as a neighborhood improvement. Member Ipsen explained that <br />size - heavy, large, flat is a problem with the neighbors. <br /> <br />d. Planning File 3552: Twin Lakes Stakeholders Report from May 13 <br />and May 27 sessions. <br /> <br />Dennis Welsch provided a summary of Stakeholder activities and encouraged the Planning Commission to <br />participate in the June 10, 24 and July 8 meetings. <br /> <br />e. Acceptance of resignations of Planning Commission Members: Remi Stone and Bob Blank and adoption of <br />resolutions of appreciation for time spent as a Planning Commission member. <br />
