<br />City of Roseville <br /> <br />Planning Commission Meeting <br /> <br />Wednesday, October 6,2004 <br /> <br />1. Call to Order <br /> <br />Acting Chair Traynor called the regular meeting of October 6, 2004 of the City of Roseville Planning Commission to order <br />at 6:30 p.m., in the Roseville City Council Chambers. <br /> <br />2. Roll Call <br /> <br />Present: Traynor, Bakeman, Doherty, Boerigter, Ipsen, Pust <br />Absent: Mulder <br />Staff present: Dennis Welsch, Thomas Paschke, Deb Bloom <br />Council present: None. <br /> <br />3. Approval of Minutes <br /> <br />Chair Traynor tabled action on the Planning Commission minutes of June 2, 2004 to the November 3, 2004 meeting. <br /> <br />Motion: Member Bakeman moved, seconded by Member Doherty, to approve the Planning Commission minutes <br />of September 1, 2004. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />4. Communications from the Public: <br /> <br />None. <br /> <br />5. Public Hearings: <br /> <br />a. Planning File 3599: Request by Sue and Jay Rollinger and Anne and Ray Elias-Cartwright to vacate a <br />portion of a roadway easement adjacent to 403 Wagner Street and 1823 Western Avenue. <br /> <br />Chair Traynor opened the hearing and requested City Planner Thomas Paschke to present the verbal summary of <br />the staff report dated October 6, 2004. <br /> <br />Thomas Paschke gave an historical perspective by explaining that on November 2, 1939, Rolling Green was <br />recorded with Ramsey County. This subdivision plat created lots and dedicated street right-of-way for an area <br />generally west of Chandler Avenue, south of McCarrons Boulevard, and north of Wagner Street. Specific to this <br />plat was a 30 foot wide dedication for the future roadway to be known as Wagner Street. <br /> <br />Mr. Paschke indicated that the proposal to vacate a portion of the Wagner Street Right-of-Way has been reviewed <br />by the Public Works Department. The road right-of-way being requested for vacation has been determined to be <br />unnecessary. Specifically, Wagner Street will remain a dead end cul-de-sac west of Western Avenue (never to <br />connect). However, an existing public water main and sanitary sewer lie beneath the portion of right-of-way <br />proposed to be vacated and therefore a utility easement must be retained. He explained the Parks Department <br />request to retain a trail easement within the right-of-way. <br /> <br />Based on findings and conclusions as listed in the project report dated October 6th the staff recommended that the <br />request by Sue & Jay Rollinger and Anne Elias and Ray Cartwright, to vacate a portion of the Wagner Street right- <br />
