Call to Order <br /> <br />Chair Jim Mulder called the December 1, 2004 regular meeting of the City of Roseville Planning Commission to order at <br />6:30 p.m., in the Roseville City Hall Council Chambers. <br /> <br />2. Roll Call <br /> <br />Present: Bakeman, Doherty, Boerigter, Mulder, Pust (arrived late), Traynor, Ipsen <br />Absent: None <br />Staff present: Dennis Welsch, Thomas Paschke, Deb Bloom <br />Council present: None. <br /> <br />3. Approval of Minutes <br /> <br />Motion: Member Bakeman moved, seconded by Member Doherty, to approve, minutes of November 3,2004, as <br />amended, with typographic corrections, and change to line 43, page 5, as follows: "Could the Commission meet <br />in a more effective sequence of meetings to expedite decision making?" <br />Ayes: 5 <br />Nays: 0 <br />Abstain: 1 (Ipsen) <br /> <br />Chair Mulder reported on Special Walking Tour Meeting of November 16, 2004 at Rosedale. <br /> <br />4. Communications from the Public: <br /> <br />a. From the Public: Public Comment on items not on the agenda. (None.) <br /> <br />b. From Commissions: (member representatives and/or staff) <br />Verbal presentation and discussion ensued with the following: <br /> <br />Utilities and Transportation Commission <br />(Chair Doug Wilke and Public Works Director Duane Schwartz) <br /> <br />Parks and Recreation Commission <br />(Chair Jake Jacobson and Parks and Recreation Director Lonnie Brokke) <br /> <br />Housing and Redevelopment Authority <br />(HRA Executive Director Cathy Bennett). <br /> <br />5. Public Hearings: <br /> <br />a. Planning File 3599: Request by Sue & Jay Rollinger and Anne Elias and Ray Cartwright to VACATE a <br />portion of a ROADWAY EASEMENT adjacent to 403 Wagner Street and 1823 Western Avenue (CONTINUED <br />FROM OCTOBER 6, 2004). <br /> <br />Chairman Jim Mulder opened the public hearing and requested City Planner Thomas Paschke to provide a verbal <br />summary of the project report and staff recommendations dated December 1, 2004. <br />
