He then opened the public hearing and requested City Planner Thomas Paschke to provide a <br />verbal summary of the project report and staff recommendations dated December 1, 2004. <br /> <br />Mr. Paschke explained the notification process for the hearing and advised the members that Jones Lang LaSalle <br />(Rosedale Center general property owner/mall manager) has made application for General Concept approval to <br />amend the Planned Unit Development at Rosedale Center that would allow a 132,679 sq. ft. 2-store easterly <br />expansion of the Mall. The expansion would be added to the east end of the former Mervyn's and include 63,679 <br />sq. ft. of shops and restaurants and a 69,000 sq. ft., 14 screen, theater. The project also includes the remodeling of <br />the former Mervyn's structure into additional shops, revised on-site parking, and revisions to the main drive lane <br />(ingress/egress) from County Road B2. The new retail area would be a "Life Style" design, which has no interior <br />mall access, only access from the parking lot, access drive. <br /> <br />Paschke provide background: In January 2000, the Roseville City Council amended the Shopping Center District to <br />include more detailed site development standards, specifically 24 hour uses within 300 feet of residentially zoned <br />property. In addition, as of January 1, 2000, the amendment established each site and its existing site plan zoned <br />Shopping Center District as a planned unit development. Rosedale, as a center, is broken into numerous parcels <br />which are owned by the major anchors and by the central mall owners. The mall owners have proposed to <br />purchase the Mervyns building and land, then only development on the former Mervyn's land within the mall "super <br />block". <br /> <br />Rosedale Center has a Comprehensive Land Use Map designation of Shopping Center (SC) and a zoning <br />designation of Shopping Center (SC). Although most of the more detailed requirements within the SC District will <br />apply to Rosedale expansion, the proposal is considered a major modification to the established (January 1, 2000) <br />Planned Unit Development requiring an approved amendment. <br /> <br />He explained that the mall has over 1.2 million sq. ft. of building area. The large renovation and addition shown in <br />the map and elevation format to the mall (about a 10% increase and a 10% renovation) will also require substantial <br />site improvements including the following: <br />The road entry at Crossroads/Penney's and County Road B2 will be modified within the Rosedale site to <br />include a new island at the access and relocated/reconstructed ring road as it travels east. <br /> <br />The road entry from the Snelling Avenue off-ramp (eastern most entry) and County Road B2 will be modified to <br />include a new island at the access point and relocated/reconstructed ring road. <br /> <br />The ring road from Penney's road entry to Herberger's parking lot will be relocated and reconstructed closer to <br />County Road B2 and Snelling Avenue to accommodate the addition and is designed to include the transit hub and <br />customer traffic. <br /> <br />The parking lot between Penney's and Mervyn's will be partially reconstructed to accommodate the relocated <br />ring road and new curb islands. The remaining existing paved surface will be re-striped in a north/south direction. <br /> <br />Member Tammy Pust entered the meeting. <br /> <br />The parking lot adjacent to County Road B2 and Snelling Avenue (eastern most lot) will be partially reconstructed <br />due to the relocated/reconstructed ring road. New curb islands would be added and portions of the existing <br />pavement will be re-striped accordingly. <br /> <br />The staff recommended that the proposed uses are consistent with a regional mall. Staff also recommended <br />approval of the amended planned unit development - general concept for Jones Land LaSalle to allow a 132,679 <br />sq. ft easterly addition on to the Mall, and new renovations of the Mervyn's site (converting from anchor store to <br />multiple retail shops) with exterior entrances, subject to the following conditions: <br /> <br />a. The provision of a parking plan with anchor and general mall floor plans to allow the City Planner to verify the <br />required number of parking spaces per the City Code. <br /> <br />b. The provision of a letter from Metro Transit endorsing the proposed location of the transit hub, the location of the <br />bus staging area and location of the park-n-ride lot. (The Transit Hub is part of the City's comprehensive plan <br />concepts for traffic management and disbursement in Roseville. <br /> <br />C. Review and approval of the traffic study and proposed access improvements by the Ramsey County Traffic <br />Engineer. <br /> <br />d. Completion (City., County, Rosedale) of the work necessary to create a pathway system on the south side of <br />County Road B2 that will improve pedestrian access to the mall <br /> <br />e. Access to the theater must be provided from both parking lots. This will require a direct pedestrian access from <br />the lower level (west) parking lot. <br />
