<br />Exhibit A <br /> <br />TWIN CITIES METROPOLITAN PLANNING COMMISSION <br />220 Griggs-Midway Building, Saint Paul, Minnesota 55104 <br />645-9194 <br /> <br />PARKS AND OPEN SPACE AGREEMENT <br /> <br />This Agreement, made and entered into this 17thday of January <br />1900, by the Twin Cities Metropolitan Planning Commission, hereinafter <br />referred to as the "Planning Commiss::..or:".' and the Village of Roseville, <br />Minnesota hereinafter referred to as the "Public Body". <br /> <br />WITNESSE'I'H TP.J\.T: <br /> <br />WHEREAS~ the Village of R0sevilleg Minnesota is authorized <br />by law to exercise responsibil~ties for the preservation of open- <br />space land within its boundaries through acquisition by gift, grant, <br />devise purchase, or condemnati0D of lands which have value for park <br />and recreation purposes; and <br /> <br />WHEREAS: a comprehensive p~an lS now being prepared by the <br />Planning Commission, for the physical growth and development of <br />the territory within the boundaries of the seven-county Twin Cities <br />Metropolitan Areag which plan is being made with the general purpose <br />of guiding and coordinating the orderly growth and development of the <br />area; and <br /> <br />WHEREAS.z the parties to t'l'1is Agree:;:,en c are full::! ~ognizan t of the <br />need and urgency of expediting the acquisitio~ of open-space land <br />in order ~o meet the recreation needs of a rapidly expanding 'opulation, <br />in accoroance with orderly and coopera tive plans and procedures " and <br />recognize that Title VII of the United States Housing Act of ~961 and <br />the Land and Water Conservation Act of 1965 are valid methods 2f en- <br />couraging and assisting Public Bodies in the acquisition of adcitional <br />open-space land; <br /> <br />NOW THEREFORE~ the Planning Commission and the Public Body agrees <br />as follows: <br /> <br />1. The Public Body will prepare long-range recreation and open- <br />space plans for their respective jurisdictions, in cooperation with <br />the Planning Commission. On completion, such plans will be certif- <br />ied as to conformance with the comprehensive plan now being com- <br />pleted by the Co~~ission. <br /> <br />2. The Public Body, in acquiring additional open-space land within <br />its respective jurisdictions will do so in accordance wi~'~ its <br />offici~: open-space plans. <br /> <br />3. The Public Body will use its best efforts to implement its <br />
