Pratt <br />explained that at the direction of the Council and the Commission the City <br />issued a Request for Proposals (RFP) for recycling service. <br /> <br /> The RFP’s asked vendors to submit proposals for a three-year contract with <br />separate pricing for each of three different levels of service – the current every <br />other week collection of material separated into two sorts (paper products and <br />containers), every week collection of material separated into two sorts, and <br />every other week collection of material that is put into one container (single- <br />stream). The RFP’s also required vendors to offer every week collection of <br />material separated into two sorts at apartments, condos and other designated <br />multi-family complexes. The final stipulation is that the two-sort collection <br />proposals include a pilot program for single-stream collection. <br /> <br /> Pratt said the Residential Solid Waste and Recycling Citizen Advisory <br />Committee had been unable to reach a recommendation on which of these levels <br />of service to recommend to the Council. The Council then forwarded the issue <br />to the Commission to decide which level of service to recommend. <br /> <br /> BFI proposed $2.02 per unit for the multi-family complexes, $2.10 per <br />household for every other week collection of two-sort material, and $2.33 for <br />weekly collection. The prices include an annual increase of 4% or the CPI <br />whichever is less. For every other week collection, BFI would want to divide <br />each daily zone in half. It would collect one half in the first week and the other <br />half in the second week. It chose not to submit a proposal for single-stream <br />collection. <br /> <br /> E-Z Recycling proposed $0.90 per unit for the multi-family complexes, $1.95 <br />per household for every other week collection of two-sort material, and $2.15 <br />for weekly collection. It would also include collection of bagged clothing in its <br />price. It chose not to submit a proposal for single-stream collection. <br /> <br /> Waste Management proposed $1.06 per unit for the multi-family complexes, <br />$2.05 per household for every other week collection of two-sort material, $2.55 <br />for weekly collection, and $2.49 for single-stream collection (single-stream <br />would be a five-year contract). The prices include an annual increase of 3% or <br />the CPI whichever is less. Waste Management recommended Roseville begin <br />with the current option, conduct the pilot in the second quarter of 2003 and then <br />switch to single-stream if desired. It offered to guarantee its price of $2.49 for <br />single-stream if the City switches at that time. <br /> <br />Page 2 of 4 <br /> <br />
