<br />5.Public Comment and Recommendations on Future Direction of Leaf Collection <br />Program <br /> <br /> There were no members of the public present for comment. <br /> <br /> Steve Zweber gave a brief history of the leaf pickup program and then <br />reviewed the 2002 program. The program lasted 19 days this year instead <br />of the scheduled 14 days because of leaves dropping from the trees so late. <br />Costs and merits of the program were discussed. Member Anderson <br />brought up the Residential Solid Waste and Recycling Committee report, <br />which recommended that the Leaf Pickup Program be continued. Member <br />Wilke suggested that the program cover the whole City automatically and <br />have no user fee. Member Willenbring disagreed and suggested that <br />people who didn’t want their leaves picked up would be upset. Member <br />Rossini said that with no pickup program we’d end up with added <br />maintenance in cleaning ponds and the storm drainage system. Member <br />Willenbring favors more education to residents regarding the benefits of <br />composting. <br /> <br /> Member Anderson moved to offer the Leaf Pick-up Program to all <br />residents on a no-fee basis. Member Rossini seconded. Member <br />Anderson wanted to make sure that education was included as part of the <br />program, suggesting that information be handed out at Clean-up Day. <br />Member Willenbring suggested that education programs be conducted in <br />spring and fall. <br /> <br /> Ayes: 5 <br /> Nays: 0 <br /> Motion carried. <br /> <br /> <br />6.Other Items <br /> <br /> None <br /> <br /> <br />7.February Agenda <br /> <br />Bonestroo & Associates should have a full-draft report of the storm water <br />management plan soon, and it will be forwarded to Commission members as <br />soon as possible so it can be discussed at the next meeting and possibly <br />advertised for public comment. <br /> <br />Member Anderson questioned whether there could be promotional material for <br />Clean-up Day at the Roseville Home and Garden Show. Tim Pratt will be <br />contacted. <br /> <br />Member Wilke questioned Duane Schwartz about the LED retrofit. The City <br />purchased $6,500 worth of LED’s out of the 2002 budget. The price was even <br />lower than expected. There’s currently no money budgeted for this in the 2003 <br />Page 2 of 3 <br /> <br />
