5.Discussion of City Streetlight Policy

Deb Bloom started by recapping what was discussed at the last meeting.
The Commission had decided that safety was the primary issue, followed
by cost. Information from Mn/DOT was provided to the Commission on
safety issues. Bloom went over the history of Roseville streetlight
projects.

Member Wilke asked about the project on Terrace Drive, whether it was
assessed to property owners. Bloom did not have that information.

Member Wilke asked about new developments and how the streetlights
are being funded. Bloom stated that the developer pays for and maintains
those streetlights.

Bloom began a discussion about developing a streetlight ordinance.
Schwartz said maybe they should first decide what they want as a standard
and then figure out the funding. Bloom presented many different choices
for standard pedestrian and streetlighting.

Member Wilke stated that he thought in commercial areas plain shoebox
style lighting was adequate, but on main streets having a fancier style of
light is preferable. Schwartz asked him if he thought a city-wide standard
was needed. Member Wilke stated that having a standard would be easier
to maintain and cheaper in the long run.

Member Rossini asked how many different types of streetlights are
currently being used in Roseville. Bloom stated there are approximately
five styles currently being used, and that maybe they should use those five
as the standard and have two or three pedestrian level lights as choices.

The need for more lighting on pathways was discussed.

Schwartz asked the Commission to clarify their recommendations on
items needed to write a new policy.

?Spacing: Now it is 600’ in residential areas, less if there are curves or
hills or at intersections. The consensus was that this is adequate.

?Style: There are currently 5-6 styles being used in Roseville. The
consensus was to keep the currently used styles as the standard
options.

?Funding: Are there any changes to the current policy?

Schwartz said that staff would bring a draft policy to the January meeting.
