5.County Road B and Snelling Intersection Improvements as Proposed

Deb Bloom presented information on the intersection and possible
improvements. The City has been working with the county and state for
the past three years to improve this intersection. Improvements would
include widening Snelling from Ryan to the Hwy 36 ramps, including an
additional through lane, right turn lanes, frontage road closure, and closing
the Conoco driveway. The Target store is also looking at redesigning their
site by building a new store facing Co Rd B. They’ve asked that the City
vacate State Farm Road, which runs behind their site.

Commissioner Anderson asked how businesses in the area have reacted to
proposed plans. Bloom said some of them are happy with the current
frontage road.

Commissioner Marasteanu suggested that some of the fast food restaurants
talk to Target and consolidate locations to reduce traffic problems. Bloom
said that there will be some restaurants moving into the front of the Target
site but that the restaurants on Snelling do very well in that location and
would probably not want to move.

6. Discussion of Commission Goals and Policies

Duane Schwartz suggested that since the Commission has been active for
two years, maybe it was time to take stock of their accomplishments and
talk about the future. Member Willenbring said they should discuss
whether they thought they had been of any value. Schwartz said he feels
the Council could use the Commission to a greater degree.

Member Anderson asked if there was anything the Planning Commission
did right now that could be sent to the Public Works Commission instead.
Schwartz said he didn’t think there was.

Member Wilke commented that there hasn’t been much public input to the
Commission since the beginning.

Schwartz said that an option would be to have an item on the City Council
agenda to get them to talk about how the Commission could be better
used.

Member Wilke said he feels sometimes that they’re just spinning their
wheels.

Member Wilke thought it might help to have discussion with other cities
on how their commissions are involved with city projects.

Member Anderson suggested that an informal discussion be set up with
the City Council to discuss the role of the Commission.
