Roseville has clear water and ground water leaking into <br />the City’s sewer system. <br /> <br /> Member Willenbring asked how the City would get into people’s homes to <br />check for sewer connections. Schwartz said there was a case in Little <br />Canada where a resident filed a lawsuit over this issue. He said the <br />Commission needs to discuss what language should be used in the City <br />code. Member Wilke said the first step would be educating residents on <br />the problem and the cost saving for correcting the problem. <br /> <br /> Member Willenbring asked what the City would do if someone said they <br />didn’t have a sump pump, would the City still need to go in the house to <br />check. Schwartz said he thought they should still go in and check. He <br />said in a lot of cases it would be an opportunity to check for several things, <br />such as the water meter. <br /> <br /> Member Wilke asked what other cities are doing this now. Schwartz said <br />there were quite a few cities going through this, but the ones with <br />problems are the inner ring suburbs. <br /> <br /> Member Willenbring asked what the City has done to seal off the sanitary <br />sewer at the street level. Schwartz said corrective measures have been <br />taken. <br /> <br /> Member Wilke asked about a timeline for correction. Schwartz said that <br />in 2007 the City would start paying a surcharge, and the deadline to have <br />the problems corrected is 2015. <br /> <br /> Member Wilke asked what the cost would be to do inspections and what <br />the cost would be from the Met Council if no corrections were made. <br />Schwartz said that information could be provided at a future meeting. <br /> <br /> Member Rossini asked if the inspections would be done by current Public <br />Works employees or if it would be contracted out. Schwartz said that <br />hasn’t been determined yet but that it could be done with summer interns <br />or someone who is retired. <br /> <br /> Schwartz asked what the Commission wanted to do regarding this issue. <br />They agreed staff should bring back information on the cost and how an <br />inspection program can be established, as well as what other cities are <br />Page 2 of 5 <br /> <br />
