influence their response to the program. Pratt described the program and
the results.

Member Willenbring asked if it could be advertised that residents can
have two recycling bins.

Member Anderson said it was unfortunate they didn’t have any firm
numbers on resource recovery. He thought single-stream was so easy it
would encourage more people to recycle.

7. Transit Shelter Program Recommendation

Connie and Jason Barry gave a presentation on who they are and the
transit shelter services they provide.

Member Wilke asked if any of their shelters were heated. Ms. Barry said
no.

Member Wilke asked Duane Schwartz what city code was for transit stop
signage. Schwartz said it corresponded with what Transtop was
proposing. Member Wilke asked about city code for trash pickup.
Schwartz said ordinance requires twice weekly pickup.

Member Wilke asked about the right-of-way situation. Schwartz said that
either company would have to submit a site plan for each site and would
have to work out all the details themselves.

Member Willenbring asked if Transtop and Outdoor Promotions were
competing against each other for sites or would they share the same sites.
Schwartz said we would only allow one shelter per site. A comparison of
the two companies was supplied to the Commission.

Member Anderson asked about Transtop’s different maintenance plans.
Schwartz went through the entire comparison handout.

Member Marasteanu asked why the City started negotiating with Outdoor
Promotions, an out-of-state company, and not Transtop, which is a local
company. Schwartz said Outdoor Promotions approached the City
themselves and started the process. Connie Barry said that as soon as they
found out about Roseville’s interest, they became involved.

Gary Young from Outdoor Promotions spoke about his company’s desire
to place shelters in Roseville. Member Wilke asked him to elaborate on
their maintenance program.

Member Wilke said he has concerns about trash receptacles at the shelters.
He said a lot of fire calls in St. Paul are to fires in trash bins at bus
shelters, and he doesn’t want this to be a problem in Roseville.
