Member Anderson agreed that a letter should be written expressing the
Commission’s concerns.

Member Rossini moved that a letter be sent to Council giving support for
opposition of the proposed cuts and requesting that a letter be sent to
Metro Transit requesting further information on ridership on the proposed
reduced routes. Member Willenbring seconded.

Ayes: 4
Nays: 0
Motion carried

7. Overnight Parking Ban Discussion

Schwartz presented some information that was gathered by staff showing
the policies of other cities.

Member Wilke said that his intent on initiating this topic was to have a
total parking ban between November 1 and April 1.

Member Willenbring said that the policies of most other cities canvassed
are about the same as Roseville. He asked if cars are tagged and towed or
just tagged. Schwartz said they are just tagged.

Member Wilke said that Mahtomedi has a policy of no parking between
November and April. Schwartz directed them to the packet which shows
the policy for North St. Paul, and that is no parking between November
and April. Schwartz said there are more communities that do restrict
parking; staff can do more research and contact more cities. Member
Willenbring said he thought they had enough information.

Member Wilke said that the item should be tabled this evening, but the
topic should be publicized to get people’s reactions. He would also like
input from the Police Department. Schwartz asked if he wanted a formal
public hearing. Member Wilke said that would be a good idea.

Member Willenbring asked how many properties in Roseville didn’t have
off-street parking. Schwartz said it depended on how many vehicles were
owned at the property. There are some older apartment buildings that
don’t have enough off-street parking.

8.Other Items

Member Wilke announced that this is Todd Anderson’s and Joe Rossini’s
last meeting. Both said they enjoyed their time on the Commission and
learned a lot. They were thanked for their service to the City.
