<br /> Sergeant Eric Christensen from the Roseville Police Department gave the <br />police perspective on this type of signage. He outlined the number of <br />pedestrian accidents in the City in recent years. Member Shiely said even <br />one accident was too many. <br /> <br /> Member Wilke said that in Las Vegas they post roads at 15 miles per hour <br />in high pedestrian traffic areas and work hard at enforcing that speed. He <br />asked how the 15 mph limit would work in Roseville in high pedestrian <br />traffic areas. Sergeant Christensen said that you can legally lower the <br />speed limit on private property, such as parking lots or private drives, but <br />the minimum legal speed limit in the state is 30 mph. <br /> <br /> Member Shiely asked about the pedestrian accidents and where they <br />occurred. Sergeant Christensen said of the three pedestrian accidents so <br />far this year, only one happened in a crosswalk. <br /> <br /> Member Shiely asked what statutory jurisdiction we have, for example on <br />Snelling Avenue. Member Wilke said we’re not talking about those types <br />of areas but certain areas around parks and other heavy residential areas. <br />Member Shiely asked how we work with Mn/DOT or Ramsey County to <br />add signs to their roads. Schwartz said we put in a request for a specific <br />sign. They generally cooperate with us. <br /> <br /> Member Fischer asked Sergeant Christensen if there are specific areas or <br />intersections in the City that are seen as more dangerous. Christensen said <br />it depends on the level of congestion at certain points. He said that his <br />observation is that in most pedestrian accidents at least one of the people <br />involved is intoxicated. <br /> <br /> Member Fischer asked if Councilmember Schroeder had recommended <br />any specific sites at last month’s meeting when he introduced this topic. <br />Member Wilke said no, but he was talking about areas where pedestrians <br />tend to cross mid-block. Schwartz said the areas were yet to be <br />determined and that there are members of the Park and Recreation <br />Commission that want to weigh in on the locations. He said criteria for <br />locations should be developed. <br /> <br /> Member Shiely asked how long Univac has been closed on Walnut. <br />Schwartz said it’s been a number of years, and renters have been in and <br />out. <br /> <br /> Member Shiely asked Schwartz for specific suggestions.
