Member Willenbring seconded the motion.

Member Wilke said that he’s opposed to this motion because it opens a
can of worms and will encourage every resident to request their own
parking bay. Member Shiely said that wasn’t the case at the Public
Hearing a week ago. Member Wilke said he just sees it as a problem and
that the plan that’s there now is what we should be going with.

Member Fischer wanted clarification on what this motion was actually
doing. Member Wilke said that the motion was saying anyone who wants
a parking bay can have one. Member Willenbring disagreed and said he
thought that what Member Shiely was saying was to have the sidewalk on
the south side and if possible put parking bays on the north side, not for
necessarily for every person who wants it. Member Shiely said that was
correct and only if the parking bay wouldn’t have any impact on any
current infrastructure.

Member Wilke asked Bloom if there had been any discussion of this.
Bloom said there has been internal discussion and it was probably going to
be presented to residents at the next meeting.

Member Willenbring said didn’t the bays have to be a certain length for
winter maintenance. Member Wilke asked Bloom about the parking on
the other side of Lake Owasso. Bloom said there were parking bays
constructed on both West Owasso Blvd and Josephine Road where it was
part of the original plan. They are used--the winter maintenance does take
more time and some changes would be made on new bays because of what
was learned. Schwartz said we wouldn’t want to construct a parking bay
that wasn’t big enough for at least two or three cars.

Member Fischer said he didn’t have a problem with the motion but would
leave details to the staff to work with the citizens to figure out the needs
and desires of residents. He asked if any more input was needed on Phase
I and that it seems more straightforward. Bloom said issues have already
been worked out on Phase I and then went through the details.

Member Shiely moved that the Commission’s recommendation be to leave
the sidewalk on the south side and give residents as much input as possible
on where the parking cutouts would be on the north side of the street,
providing it doesn’t interview with any existing infrastructure.
