<br />or enhances neighborhood safety and <br />appearance <br /> <br />o Strong performance and incentive- <br />based contract provisions that would <br />guarantee a high level of customer <br />serVIce <br /> <br />o Provide residents with clear, annual <br />delineation of haulers' services and <br />rates <br /> <br />o Expand and enhance residents' <br />knowledge about the full range of public and <br />private services and costs for disposal of <br />difficult items <br /> <br />The Committee recognizes that there are <br />Roseville residents who would not want the <br />City Council to restrict their ability to choose a <br />garbage hauler, and that there are concerns <br />about how government involvement with the <br />consortium of haulers might impact cost, <br />service and small haulers' viability. The <br />Committee understands those concerns and <br />believes a City contract with a consortium of <br />all the current haulers in Roseville will pre- <br />serve market share for small haulers, and allow <br />the City to set strong performance and incen- <br />tive-based contract provisions that would <br />guarantee a high level of customer service <br />while meeting residents expressed desires for <br />lower rates and environmentally preferred <br />management of their waste. <br /> <br />Household Hazardous Waste <br /> <br />Ramsey <br />County offers a <br />free Household <br />Hazardous <br />Waste Collec- <br />tion program. <br />There is a year <br />round drop off <br />site in St. Paul; <br />Roseville hosts <br /> <br /> <br />Ramsey County s seasonal <br />HHW site in Roseville. <br /> <br />a seasonal site on Kent Street just east of the <br />intersection of Larpenteur and Dale. <br /> <br />Recommendation: <br />The committee believes the City and Ramsey <br />County should do even more to educate resi- <br />dents about Household Hazardous Waste and <br />proper disposal of HHW. <br /> <br />Leaf Pickup Program <br /> <br />Minnesota banned <br />the burning of <br />leaves and other <br />yard waste effec- <br />tive January I, <br />1971. In response <br />to the ban, <br />Roseville began <br />curbside collection <br />ofleaves. <br />Roseville origi- <br />nally offered the leaf pickup program at no <br />additional cost to residents. The City began <br />charging a small fee in 1997 and participation <br />dropped. However use has been growing every <br />year since then. <br /> <br /> <br />Meanwhile the leaf pickup program has al- <br />lowed Roseville to avoid paying to clean out <br />catch basins and reduce the amount spent on <br />storm water pond cleanup. <br /> <br />Recommendation: <br />The committee believes this is a valuable <br />program that more residents will use as <br />Roseville's population ages and recommend it <br />be continued. The committee believes staff <br />should expand and enhance education to <br />residents about the benefits of proper disposal <br />of leaves. <br /> <br />Recycling <br />Roseville's participation rate of 65% is one of <br />the highest in the state.
