<br />Roseville .Public Works and Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: April 24, 2003 <br /> <br />Item No: 6 <br /> <br />Item Description: Twin Lakes Road Alignment <br /> <br />Roseville Properties (developer) will be going to the Planning Commission and City Council <br />with a proposal to redevelop the Twin Lakes redevelopment area. This site encompasses <br />approximately 170 acres of land located in the northeast quadrant of 1-35WI Cleveland Avenue <br />and County Road C. The existing uses in this area are mainly dilapidated truck ternlinals and <br />industrial facilities. The proposed mixed use redevelopment includes 390,290 square feet of <br />retail space, 810 residential units, and 59,275 square feet of restaurant space. The residential <br />includes apartments and condominiuml Townhouse units. They will be coming forward with a <br />PUD proposal this fall. <br /> <br />Attached is traffic data that we had the developer put together to estimatc the impact this <br />proposal will have on the supporting road system, Saturday ADT is estimated at 30,999, with a <br />weekday average of 26,195. Weare having SRF Consulting put these numbers into our traffic <br />model of this area to deternline where these trips will be distributed. The following public <br />streets will be extended to connect the major roads: <br />. Twin Lakes Parkway between Cleveland Avenue and Fairview. <br />. Mount Ridge Road between County Road C and County Road C-2 <br />. Prior A venue from County Road C to Twin Lakes Parkway. <br /> <br />We have also identified two intersections that will probably require signalization as a result of <br />thc additional traffic, these are at Prior and County Road C and at County Road C-2 and <br />Cleveland Avenue. The reconstruction of the I-35W ramp at County Road C and Cleveland has <br />also been identified as a public improvement. This would eliminate the westbound County Road <br />C loop and reconstlUct the signalized intersection to accommodate the additional trips. <br /> <br />At their FeblUary 10 meeting the City Council authorized the proposal of special legislation for <br />the establishment of tax increment financing for this redevelopment area. This is being <br />discussed at the legislature with the City's representatives. Tentative schedules show the new <br />districts will be created by year end. <br /> <br />Recommended Action: <br /> <br />No action is necessary. <br />
