Councilmember Klausing stated his inclination to vote against the motion, opining that now didn't seem to be a prudent time to consider creation of a new tax, when the City was trying to determine the fallout from existing budget issues; and expressed his preference for further discussion by the Council and more information provided by staff prior to referral to the Commission. Mayor Kysylyczyn expressed his support of the motion in providing the voters to make the decision regarding increased taxes for road and pathway maintenance. Councilmember Schroeder opined that, while not sure of his future support of an additional tax, he supported the Commission reviewing the idea to see if it was worth pursumg. Northwest Y outb and Family Services Funding Kysylyczyn moved, Schroeder seconded authorizing staff to provide written notice to Northwest Youth and Family Services (NYFS) that the City would not be able to confirm funding for the NYFS 2004 budget by their imposed date per the multi-year agreement; but that a decision would be forthcoming by July 2, 2003 following the end of the state legislative session. Mayor Kysylyczyn stated his position in not supporting a reduction in funding to the NYFS; but addressed the need to allow staff and Councilinembers to review the budget following the state legislative session and pending implications to local govemment.
