Member Wilke asked about Fairview, south of County Road C. Bloom
said that the City met with the neighborhood about a year ago with a
proposal to punch an access from Fry Street to C. The neighborhood was
overwhelmingly against that plan. Thc Oakcrest realignment was also
discussed, but it didn't receive any support.

6. Twin Lakes Road Alignment

Deb Bloom updated the Commission on this area. The redevelopment
area has been around since the mid-80's. Roseville Properties is currently
working with the City Council on a plan for retail, restaurants and high-
density housing. A new road would be constructed through the
development, which would provide stress relief for County Road C.
Traffic projections for this redevelopment are 25,000 vehicles per day.

Wilke asked about problems with the current occupants. Bloom said that
there are problems with the site, such as contaminated soil. There are
monitoring wells there now, and grants have been applied for to clean up
the site.

7. Selecting Projects for Federal Funding Solicitation Process

Deb Bloom presented infomlation on this topic. The Metropolitan
Council puts out information to cities biannually for applying for federal
funding. They are in three different areas: surface transportation,
transportation enhancement program, and air quality. The Public Works
Commission needs to review and discuss options and give direction to the
Council as to what funding and projects should be applied for. Two
possible projects are the ramp reconfiguration for Twin Lakes Parkway
and the intersection of County Road B and Snelling. The deadline for
application is August 30.

Member Wilke suggested a possible project as Rice Street and Hwy 36
where County Road B comes in on the south side but wondered ifit was
just a county and state concem. Bloom said the city always plays a part,
and this might be an area to consider.

Member Wilke also suggested Hwy 88 and County Road D as a possible
project because of the traffic volume.

Member Anderson asked about the intersection at Fairview and Hwy 36,
can we make improvements there.

Staff will come back with more information later this summer.
