Consider Bus Shelters and Bus Benches in Roseville <br /> <br />Public Works Director Duane Schwartz reviewed the staff report <br />dated May 12, 2003 providing background information; and <br />further discussions held with representatives of the bench <br />company and the shelter company in an effort to achieve <br />common ground for positioning shelters and/or benches and <br />deveiopment of applicable ordinances and/or franchise <br />agreements. <br /> <br />Councilmember Maschka requested that staff provide maps of <br />those sites that appear to be in conflict. <br /> <br />Mr. Schwartz advised that Outdoor Promotions was still <br />reviewing the agreement. reviewing a potential twenty sites <br />under their proposal, and right-of-way issues. <br /> <br />Councilmember Maschka stated his position and intent in not <br />putting one business out of business in order to accommodate <br />another; encouraged co-location and cooperation between both <br />parties to achieve their respective goals; and was not in support <br />of exclusive locations for either party. Council member Maschka <br />spoke to the length of time U.S. Bench had been operating <br />within the City. <br /> <br />Councilmember Kough spoke of his recent observance of <br />benches/shelter use; recognized the length of time U.S. Bench <br />had operated in the City; and spoke against regulations <br />requiring U.S. Bench to remove existing benches. <br />Councilmember Kough commented on possible ordinance <br />amendment regarding co-location benches and/or shelters; his <br />desire to hear the comments of the Metropolitan Transit <br />representative in attendance at tonight's meeting; expressed <br />concern regarding national versus local advertising participants; <br />and was pleased that the litter issue around benches was being <br />addressed. Council member Kough further expressed concern <br />regarding bench and/or shelter locations not having concrete <br />pads and recommended that be a city requirement; and <br />encouraged the companies to work closely in maintaining the <br />areas. <br /> <br />Council member Klausing expressed his preference for siting <br />benches and/or shelters based on ridership needs rather than <br />the desires of the companies; whether in high or low-traffic <br />areas; residential or commercial areas; space available and <br />right-of-way practicalities; and looked forward to hearing from <br />the Metropolitan Council representative on their experience in <br />siting. <br /> <br />Council member Maschka sought clarification prior to Council <br />decision-making on which sites remained in controversy <br />between the parties. <br /> <br />Council member Kough opined that shelters and benches were <br />not just used for riders of mass transit, but as convenient resting <br />areas forpedestrians. <br /> <br />http://www.ci.roseville.mn.us/council/meetings/minutes/2003/mn030512.htm <br /> <br />6/23/2003 <br />
