Mr. Rovang commented on the expertise of U.S. Bench <br />personnel in respecting these issues. <br /> <br />Councilmember Kough again encouraged the local advertising <br />achieved by U.S. Bench and its advantage to the community; <br />and suggested that ordinance language be changed to remove <br />requirements for only one bench and/or one shelter per site. <br /> <br />Council member Schroeder expressed his indecisiveness <br />regarding the issue, stating the City's main justification should <br />be accommodating riders and routes. Council members <br />Maschka and Klausing concurred. <br /> <br />Councilmember Klausing, reiterating Councilmember Maschka's <br />earlier questions, asked staff for specific locations which are in <br />conflict, recommending that each site be evaluated individually. <br />Councilmember Klausing suggested the Public Works and <br />Transportation Commission might be the entity to review future <br />placements, unless a dispute arose. <br /> <br />Public Works Director Duane Schwartz advised <br />Councilmembers that representatives of Outdoor Promotions <br />had decreased their list of conflicting sites from approximately <br />20 to 11; and further advised he would have conflict site <br />information available when this item next appeared on an <br />agenda. Mr. Schwartz reiterated staff's request for specific <br />criteria from the Council to provide adequate requirements <br />during the permitting process. <br /> <br />Councilmember Maschka opined that the Public Works and <br />Transportation Commission suggestion was a good idea; and <br />suggested the Commission develop criteria, similar to that used <br />by the Planning Commission, for permitting; again addressing <br />the need for overlay maps of each location to make qualified <br />decisions. <br /> <br />Mayor Kysylyczyn reviewed the referenced Maplewood City <br />staff report with Public Works Director Schwartz including, <br />contract term; boulevard advertising and policy issues; staff time <br />for evaluating and securing locations, utility locations, <br />inspections, complaints, and potential compensation for this <br />service; maintenance and upkeep timeline criteria; snow <br />storage; and setback criteria. <br /> <br />After discussion, Mayor Kysylyczyn opined that the draft <br />ordinance considered the majority of the concerns addressed by <br />the City of Maplewood; and further stated he was more <br />concerned with the correct vision for the community, rather than <br />the business concerns, and spoke to the public policy issue of <br />accommodating ridership. <br /> <br />Rollie Danielson, representing U.S. Bench, carne to the podiurn <br />to speak; and introduced other representatives of his company <br />in the audience: his son Scott Danielson and Len Thiel, <br />Government Liaison. <br /> <br />http://www.ci.roseville.mn.us/council/meetings/minutes/2003/mn030512.htm <br /> <br />6/23/2003 <br />
