<br /> <br />May 14,2003 <br /> <br />g <br /> <br />Mr. Duane Schwartz <br />Director, Public Works <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, Minnesota 55113 <br /> <br />Re: Bus Stop Transit Amenities. <br /> <br />Dear Mr Schwartz: <br /> <br />Outdoor Promotions, Inc. is herein responding to questions raised during the discussion of <br />Bus Stop Benches and Shelters at the City Council meeting on May 12, 2003. <br /> <br />First, some members of Council are concerned that US Bench might be put out of business <br />by the placement of transit shelters at bus stops. US Bench Corporation has repeatedly stat,~d <br />before Council that it has co-existed with both Metro Transit shelters and advertising shelters <br />(over 800 locations within the Twin Cities) over 20 years. Why then should Council belie\"(' <br />that in Roseville, where US Bench has 55 advertising benches, a potential 20 shelters at bus <br />stops will negatively impact their business? <br /> <br />Second, some Council members are concerned about the co-existence of shelters and benches <br />at bus stops. Many cities across the nation have both transit shelter and courtesy bench <br />programs but not at the same bus stops. In these cities, the primary emphasis is upon <br />improving the curside amenity for citizens waiting for public transit. Concerns with co- <br />existence focus on the amount of regular maintenance services (washing, cleaning), trash <br />removal, lighting, advertising at the bus stop and ADA Compliance. <br /> <br />Outdoor Promotions improves bus stops with safe, weather-protecting, and well-maintained <br />shelters. We provide trash receptacles and weekly maintenance to make bus stops cleaner <br />for citizen riders. We illuminate each weather-protecting shelter to make it a safe, <br />comfortable environment. Concrete shelter pads and walkways to make bus stops are ADA <br />compliant. We can also provide an outside non-advertising bench and bike lockers. In <br />Roseville, US Bench has not provided trash removal, walkways, lighting, snow I ice <br />maintenance or ADA compliance at its 55 advertising benches. With these real differences, <br />"co-existence" of a shelter and a bench at a bus stop is inequitable, and does not improve the <br />comfort and convenience of Roseville citizens waiting for public transit. <br /> <br />A third question concerned the amount of time required from Public Works to administer <br />the shelter program. Outdoor Promotions will do all site plan work including city ordinance <br />compliance, work with utility locator services, Excel Energy, Ramsey County Traffic <br />Engineering, Metro transit and permit preparation.
