However, each potential location will require more comprehensive study before a permit
application for a transit shelter can be submitted to the City. The comprehensive study of each bus
stop is pm1 ofthe permit process and will include the following site selection criteria

. Available Right-of-way
. Compliance with the Americans with Disabilities Act (ADA)
. Daily boardings
. Effect on adjacent property uses
. Access to public electricity source
. City requirements for line of sight, setbacks, etc.
. Advertising value
. Compliance with requirements in the Shelter Design Guidelines

The City's GIS data is inadequate to determine available right of way, effects on adjacent property
use, and compliance with ADA transit requirements. These are necessary criteria for siting transit
shelters.

To meet its goal to improving public transit amenities, at no cost to the City, Roseville ought to give
itself the preference for shelters versus benches at these 20 preliminary bus stops. The decision about
which transit amenity to permit at a bus stop ought to reflect the greatest service for Roseville
citizens

R;;ct~~y:;/ J--

ljPa4f7t:c/I.7)rf-L

Craig A.
