<br />Street Light Policy Interpretation & Past Practice <br /> <br />The existing policy only details the qualifying conditions for the City to put in a street <br />light at no charge to property owners. It does not address deviations from standard street <br />light installation. The City has attempted to have a consistent practice in the installation <br />of street lights that are not addressed in the existing policy. This is defined under the <br />ornamental/buried street light section below. <br /> <br />Standard Street Lil!hts <br />(From Policy) <br /> <br />Individuals desiring street lights obtain a petition from the city and circulate it in the <br />neighborhood to deternline if the light is desired (pm1icularly by those property owners <br />directly adjacent to the proposed light). The petition is then returned to the city where the <br />signatures are checked and the location reviewed to detelTIline if it conformed with the <br />following conditions: <br />. It must be an overhead electrical wire (not buried) and not more than one new <br />wooden post needs to be set (possible two posts in certain circumstances). <br />. It is at the intersection of two public city streets (private roads, call Paul @ Xcel <br />directly) . <br />· There is currently more than 600 feet (can make estimated measurements on <br />section maps) between existing lights. <br />OR <br />. There is a severe curve (vertically or horizontally) that warrants less than 600 feet <br />(see attached diagrams for samples) <br /> <br />If the above conditions are met, the light will be installed. Administratively, there is no <br />charge to property owners for these types of lights. The cost is paid by the city though the <br />monthly billing by Xcel (bill sent directly to finance). <br /> <br />Ornamental/Bnried Street Lil!hts <br />(Past Practice) <br /> <br />When the location or number of the requested light does not meet or exceeds the policy <br />conditions, the affected property owners may be assessed for the additional costs of the <br />installation plus the projected 20 year increase in the rate per month charged by Xcel. The <br />rate per month is that amount over and above the rate of a standard street light. <br /> <br />+ Cost of ornamental light construction <br />+ Cost of maintenance for 20 years <br />+ Administrative Costs, etc. <br />- Cost of standard light that City would pay for <br />- Normal maintenance cost <br />= Total assessable cost <br />
