<br />During the diseussion of Section VI, DeveIopmentlRedeveIopment of <br />Street Lights, Wilke questioned whether it was fair for all residents to end <br />up paying for special lighting systems after 25 years that are only <br />henefiting a few. Schwartz said this was something that had to be <br />decided, does the commission want this section modified. All seemed to <br />agree it should be modified. <br /> <br />Wilke wondered if the policy needed anything mentioned about removal <br />of streetlights. <br /> <br />Willenbring asked if the City has any control at all over private lights in <br />resident's yards, as far as how bright they are or how far they can shine. <br />Schwartz said he would have to check with the Code Enforcement <br />Department to get an answer. <br /> <br />6. Status Reports of Current and Future Projects <br /> <br />Schwartz updated the Commission on various projects. The City Center <br />building project is moving along nicely. Roofing is done on the Public <br />Works Garage now, and they'll be moving on to the Police Addition <br />roofing. Use of the old front door will continue next month. Brick work <br />has started at the Public Works addition. The plan is still to have the <br />additions completed by spring and the remodeling completed in the <br />summer. Schwartz suggested that they go to the Public Works Garage <br />during the next meeting for a tour. <br /> <br />The Leaf Program has been difficult because of the weather and cold. The <br />format was changed a little this year, with crews collecting leaves <br />throughout the city as they were put out. There was about a 10% increase <br />in users this year. <br /> <br />Bus Shelters - the City Council passed an ordinance recently establishing <br />a bus shelter franchise. Outdoor Promotions has contacted the City asking <br />for a franchise and has submitted information that is being reviewed. <br /> <br />Development Projects - Target is talking again about redeveloping the <br />store on Snelling. They've submitted a first concept review to the City. <br />Engineering's main concern is the traffic situation. The Council approved <br />the North Heights building project. The Midland Hills concept was <br />approved by the Council and more detailed plans will be available soon. <br /> <br />The City has advertised for a pond maintenance project. <br /> <br />Capital Region Watershed has bid a project in the Villa Park Area. They <br />will be re-establishing separations between the wetland cells. <br /> <br />Page 3 of 4 <br />
