<br />Roseville Public Works and Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: March 23, 2004 <br /> <br />Item No: 7 <br /> <br />Item Description: Discussion of Roselawn Avenue Turnback <br /> <br />In 1991, the Minnesota Legislature established a Ramsey County Local Government Services <br />Study Commission to "report on the advantages and disadvantages of sharing, cooperating, <br />restructuring, or consolidating..." activities in areas of public service including Public Works. <br />This consolidation plan proves for reclassification of roadways and corresponding changes in <br />jurisdiction including the transfer oflocal and State Aid roads between the County and <br />municipalities. <br /> <br />Roselawn Avenue between Hamline Avenue and Fulham Street is presently under the <br />jurisdiction of Ramsey County. This roadway has been determined to serve a primarily local <br />function. Ramsey County desires to turn back the roadway jurisdiction to the City ofRoseville. <br /> <br />In the case of a roadway turn back, the consolidation plan stipulates that Ramsey County shall <br />improve the roadways to acceptable levels prior to transferring jurisdiction. We have been <br />working with Falcon Heights and Ramsey County on deternlining what level of improvements is <br />necessary to achieve an "acceptable level". We have completed a road condition survey of these <br />segments as well as inspecting all of the storm sewer structures. Using this information, we have <br />reached a tentative agreement with Ramsey County on the terms of the road turn back <br />agreement. A brief summary of these tenns: <br /> <br />Segment Ramsey County Commitment <br />Roselawn, Hamline to Snelling Funding to be used to reconstruct road segment <br />Roselawn, Snelling to Fairview County to Seal coat <br />Roselawn, Fairview to Cleveland County to Mill and Overlay <br />Roselawn, Cleveland to Fulham County to Mill and Overlay <br />Roselawn Stonn sewer County to repair structures in need of maintenance <br /> <br />Please see the attached map for the locations of these segments <br /> <br />Recommended Action: No action required at this time. <br />
