<br />7. Discussion of Roselawn Avenue Tumback <br /> <br />Schwartz gave a history of the tumback program. The state conducted a <br />study in 1993 that resulted in the legislature appropriating money for <br />jurisdictional changes for roadways. The study identified the appropriate <br />function of roadways and which jurisdiction is served by them. Nine <br />miles of county roads were identified in Roseville to be tumed back to the <br />City. At this point, seven of the nine miles have been turned back; and the <br />county is proposing to turn back the rest of Rosel awn from Hamline to <br />Fulham. This segment is on the border ofRoseville and Falcon Heights. <br />The connty will be doing mill and overlay from Fairview to Fulham. <br />They've already done the segment between Snelling and Fairview, but we <br />requested they do a crack-seal. The segment east of Snelling needs to be <br />fully reconstructed so the City has asked for a cash contribution. <br /> <br />Member Willenbring asked why the tumback stops at Fulham. Schwartz <br />said that cooperation is needed from the local jurisdiction and Lauderdale, <br />which borders most of that segment, isn't interested in having the road <br />tumed back to them. <br /> <br />No one on the Commission had any opposition to the tumback. <br /> <br />8. Other Items <br /> <br />Member Willenbring said that he would like to see the City push residents <br />into storing storm water on their own property instead of letting it go <br />directly into the stonn sewer. <br /> <br />9.
