STAFF MEMO TO CITY COUNCIL

with them:

. County Rebuild B-2: We have discussed this with the Council and property owners
previously, While the County agrees that County Road B-2 has issues with drainage
and is showing deterioration, the County does /lot plan to reconstruct the residential
portion of B-2 any time in the foreseeable future, They do expect to perform a
maintenance project at some indefinite time in the future; this would include a mill and
overlay. The County has indicated that their cost for a maintenance project for this
portion of B-2 would be in the $300-$500,000 range.
. City Rebuild B-2 to County Standards: We discussed this option with the County.
They would support the City managing a reconstruction project along this portion of
the road. However, they would require the street to be at least 38 feet wide. Their cost
participation in this project again would be limited to their cost to perform a
maintenance project as described above.
. County Turnback of B-2 to City: City Rebuild B-2 to City Standards: The County
would consider a turnback of the portion of County Road B-2 from Lexington to Rice
Street. With a turnback, the City could reconstruct the road to City street standards, 32-
to 34-feet wide with concrete curb and gutter and drainage improvements. The County
would negotiate with the City to establish a level of County cost participation.
Participation would be more than a maintenance project but not the 50/50 cost share
level that we discussed with them at the meeting,

In all of these scenarios, the County is not able to commit definitively and categorically to a level
of funding at this time; their road funds are allocated to projects for the ncxt 3 years. There is a
potential to get additional turnback funds, but the County would have to work with their Board
on this alternate,

Financial Implications: The only option that we discussed with the County that would meet the
expectations of the neighborhood is the turnback of the road between Lexington and Rice Street.
We have prepared an estimated cost and proposed financing for the turnback option.

Reconstruction of County Road B-2 w/
Attached Pathway
Federal Funding $730,000,00
Assessments (street costs only)
17372.6 feet at $23.40/ foot $410,616,66
County Participation (estimated) $500,000
City of Roseville Funding $1,965,936.66
Total Project Cost* $3,602,455.50

*includes engineering costs

2
