STAFF MEMO TO CITY COUNCIL

Also, if the Council is interested in pursuing the burying of the overhead utilities along B-2 from
Victoria to Rice Street in coordination with the street reconstruction project and associated
pathway/sidewalk project, staff should be directed to work with Xcel to prepare a detailed
Scoping Study that would provide actual costs for this corridor. As we have mentioned in
previous presentations, the estimated cost for burying these overhead utility facilities is
approximately $750,000. This equates roughly to an average $3 surcharge per month on
Roseville Xcel utility customers' bills for approximately two years, The Scoping Study would
refinc these numbers precisely. Of course, staff would come back to Council with the results of
this Study, No utility undergrounding would occur until a Scoping Study is completed and until
Council directs that undergrounding proceed.

Prepared By: Duane Schwartz/Deb Bloom/Neal Beets

4
