<br />Craig Piernot from Outdoor Promotions spoke on the 20 proposed transit <br />shelter locations. All 20 sites still need to be fully investigated to ensure <br />they are viable locations. Piernot used the location adjacent to the Ramsey <br />County Library at the corner of northbound Hamline and wcstbound <br />County Road B to run through the entire process of setting up a new <br />shelter. He went through the different criteria they use to plan a shelter <br />and showed pictures of shelters in other cities as examples, <br /> <br />Member Wilke questioned the protective bollards that would be placcd by <br />the shelters, He didn't feel they provided enough protection. Piernot said <br />his company would work with the City to design something appropriate. <br />Member Rossini said he also thought more bollards were necessary. <br />Piernot said that they've never had a vehicle wipe out a shelter, although <br />vehicles have run into shelters due to slippery road conditions, The front <br />post is anchored to the concrete and is very substantial; and historically, <br />there are very few accidents, Member Wilke asked Schwartz to have the <br />city attorney weigh in on the liability of having only one bollard protecting <br />the shelter. <br /> <br />Schwartz asked Piernot to talk about their maintenance program. Piernot <br />said that their program includes twice weekly maintenance at every site. <br />In addition, maintenance is altered for each shelter's need. Records are <br />kept of all maintenance. Any damage to the shelter is reported to the main <br />office and repaired as soon as possible. At least once a month, the shelter <br />will be power washed, The phone number for Outdoor Promotions will be <br />posted in each shelter so anyone can call if there is a problem with that <br />shelter. <br /> <br />Bob Hrkal, Operations Manager for Rosedale Shopping Center, spoke <br />about the locations by the mall, He's concerned that the locations of the <br />shelters coincide with their needs for snow removal and other <br />maintenance. He's also concerned about shelter placement in conjunction <br />with current roadways and how safe it will be. He said there's an issue <br />with power because the street lights are on the opposite side of the street. <br />Member Wilke said he thought these concerns should be dealt with <br />between the resident and the vendor. Schwartz said that Outdoor <br />Promotions would have to work with businesses adjacent to shelter <br />locations and address their concerns, <br /> <br />Schwartz mentioned two other phone calls expressing concerns about the <br />shelters. The property manager for Rosedale Commons and Rosedale <br />Square had expressed concerns about maintenance and trash cleanup, as <br />well as whether there's a cost to the owner. The service station owner at <br />McCarron's and Rice was concerned about maintenance and the amount <br />of right-of-way available, Piernot had suggested moving the shelter to the <br />opposite side of the street where there may be more room.
