<br />3.6 Overall Average Conflict Severity (OACS) <br /> <br />This measure adds up the total conflict severity scores for each conflict <br />and divides that by the total number of observed conflicts. Based on <br />the past studies, the average OACS was found to be 3.1. As shown in <br />Figure 8, at the intersection of Snelling A venue and County Road B, <br />the OACS was found to be 3.6. This indicated that the intersection is <br />considered to have relatively more severe conflicts than average. The <br />OACS value is in the top 5% of the previous studies. Results showing <br />the OACS values with respect to past studies ean be shown in <br />Figure 10. <br /> <br />3.7 Intersection Conflict Index (ICI) <br />The ICI is a measure of the relative risk of motorists being involved in <br />a traffic conflict. It is a means of correlating the OACS and the <br />AHCrrEV. The ICI was cstablished using values based on the past <br />studies. Applying values from this study to the ICI showed that the <br />intersection exhibits an ICI of E. This corresponds to an "Extremc" <br />conflict risk. Results of the ICI are shown in Figure 9. <br /> <br />4.0 Identification of Deficiencies and Countermeasures <br /> <br />Once the observations were concluded, a list of the intersection's <br />deficiencies was compiled. Countermeasures were then developed to <br />mitigate the deficiencies found from the observations and analysis. <br />Furthermore, each countermeasure was classified as either long- or <br />short-term. In this study, a short-term countermeasure is one that could <br />typically be completed in less than one year. <br /> <br />The deficiencies are separated into two categories, Collision-related <br />Deficiencies are shown in Table 3. Miscellaneous Deficiencies are <br />shown in Table 4. Miscellaneous Deficiencies include deficiencies <br />related to conflicts, geometrics, and human factors. This was done for <br />the sake of organizational purposes in the economic analysis later in <br />this report. Tables 3 and 4 list the deficiencies and countermeasures as <br />they are numbered in Table I.
