<br />5. Transit Shelter Update <br /> <br />The franchise agreement with Outdoor Promotions was brought to the <br />Council, and staffrecommended that it not be approved. There has been <br />disagreement on the amount of revenue that is being offered to the city. <br />The Council did not approve the agreement and asked staff to make <br />contact with Transtop, a local company that provides shelters in <br />Minneapolis and St. Paul. A meeting is set up for Thursday. <br /> <br />Member Rossini asked if the City Council had given any indication of <br />what percentage of the gross profits they were looking for. Schwartz said <br />that he didn't know what the Council was looking for, but staff thought <br />that 10%-12% would be fair. Outdoor Promotions has said that with the <br />limited number of shelters in this area, they couldn't afford to go that high. <br /> <br />6. 2005 Budget Discussion <br /> <br />Duane Schwartz passed out copies of the proposed budget for 2005 and <br />went through each area of the Public Works Department. The Council is <br />open to some level of increase in the tax levy. Staff submitted proposed <br />budgets to the city manager containing an approximate 3% increase. <br /> <br />7. County Road B-2 Pathway Update <br /> <br />Duane Schwartz updated the Commission on the pathway project. May 24 <br />the trail proposal was presented to the City Council. Prior to that there <br />were two public hearings. There was a fair amount of opposition from <br />residents to the project as a whole or to certain aspects of the project. <br />Some residents felt shortchanged by the county, as B2 has never been <br />updated to urban standards. They asked that more information be gathered <br />for the area east of Lexington Avenue, such as when would Ramsey <br />County be rebuilding the road. Ramsey County said that they don't have <br />funding to rebuild the road in the foreseeable future. The Council asked <br />staffto look into the city rebuilding the road. Staff came up with three <br />alternatives. There was no action taken at the May 24 council meeting so <br />the project is dead east of Lexington. Plans need to be approved by the <br />state by the end of September for the project to continue west of <br />Lexington. <br /> <br />Member Rossini asked if we would request an increase in funds for snow <br />removal. Schwartz said maintenance costs are borne by the city. <br /> <br />Member Wilke said that John Kysylyczyn has stated that there was a <br />moratorium on pathways and was there any truth to that. Schwartz said <br />that the Council asked staff to check into that. After going back through <br />council minutes and checking with the city attorney, there was no official <br />moratorium enacted. <br /> <br />Page 2 of3 <br />
