Member Rossini said that if the line is inspected by the city during
construction, wouldn't it ultimately be the city's responsibility. Schwartz
said an inspection is to see that the connection is complete but not to
certify it.

Member Rossini said that he felt that if the street had to be torn apart for a
repair, it was a huge amount of money for a resident to have to be
responsible for. Bloom said that there is a single fee for street patching,
and the city does the work.

Member Willenbring asked if there were many problems with the water
connections on the mains. Schwartz said there may be one or two a year
at the most.

Member Wilke said again he thought they should maintain the same
policy but specifically state that the Y connection is the property owner's
responsibility.

Member Willenbring wants the policy clarified to spell out specifically on
the Y cOlmection where the property owner's responsibility begins.

Member Rossini restated his opinion that the property owner should only
be responsible up to their property line.

The Commission requested that staff return next meeting with more
infOlmation.

7. 2005 Public Works lnIprovement Projects

Deb Bloom went through the projects proposed for 2005.

8. Other Items

Member Wilke shared with the Commission what he learned from his talk
with Mayor Craig Klausing.

Member Wilke asked Deb Bloom for a brief update on the County Road C
Project.

9. October Agenda

Service lateral discussion for final recommendation.
Inflow infiltration report from the Met Council.

10. Adjournment

Page 5 of5
