<br />Snelling Avenue Crossover Closure <br />Resident Comments <br />11/08/04 RoseviUe City Council Meeting <br /> <br />J)an Stock, 2565 N Fry and Business Owner of Press Gym, 2560 N Fry <br />Mr. Stock brought to the City Council's attention concerns of the neighborhood related to the <br />Minnesota Department of Transportation's (MnDOT) intent to close the "cross-over at Oakcrest <br />and Snelling Avenues, and resultant impacts to the neighbors and businesses. Mr. Stock noted the <br />cunent congestion at Oakcrest and Fairview; negative impacts for access to the soccer fields at <br />Rosebrook Park; and other detriments to the neighborhood and traffic flow. <br /> <br />Mr. Stock requested that the City Council seek MnDOT's halt to this proposal, even though <br />cutting on the road had begun that morning. Mr. Stock opined that while MnDOT representatives <br />cited traffic concerns as their rationale for closing the cross-over, his review of a five-year traffic <br />accident study had noted only three accidents, which had all been attributed to driver enor. <br /> <br />Mr. Stock concluded his plea to the City Council by presenting a petition with in excess of 700 <br />signatures from people in the area, requesting City Council intervention to MnDOT for <br />reconsideration of closing the cross-over. <br /> <br />Karen Olson, Gambling Manager, RoseviHe Speedskating Club at Roseville Bingo Hall, 2550 <br />Snelling Avenue <br />Olson noted that MnDOT had provided no prior notice to closing either Snelling Avenue <br />~ection, nor the current Oakcrest section. Ms. Olson opined that there were major business <br />impacts from the closures that were not readily evident. <br /> <br />Al Sands, 2612 Aldine <br />Mr. Sands noted that the City Council and MnDOT needed to take into consideration the l80 <br />households represented in the Oakcrest neighborhood. <br /> <br />Nate Goldman, 1756 Oakcrest Avenue <br />Mr. Goldman noted that he had spoken to MnDOT representatives; whom had recommended that <br />recourse for access purposes was to proceed on County Road C and make a U-turn. Mr. Goldman <br />urged Councilmembers to encourage MnDOT to consider all options and impacts to residents and <br />businesses. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn commented on the Oakcrest concerns, noting that while a resolution might be a <br />nice gesture on the part of the City Council, it may prove futile, since MnDOT had talked about <br />these plans for the last four (4) years. My. Kysylyczyn opined that it may prove more beneficial <br />that, with demolition of the former "GT" building, a swap of railroad crossings be negotiated to <br />.tend Lincoln Dr. My. Kysylyczyn provided several options: l) signalized access; or 2) making <br />vcher connections to better serve the area, as outlined in the City's long-range plan book; and <br />opined that there would never be a signal at Oakcrest and Snelling. <br />
